RIMPAC Safety Message • During the course of the exercise, high tempo surface, subsurface, and air operations will be conducted by coalition forces in closer proximity and higher tempo than we routinely see, therefore oversight by leadership is required at every levelto successfully execute these operations safely without injury or incident. • Nothingin the conduct of RIMPAC is worth injuring our personnel, damaging equipment or harming the environment. • During an actual emergency that impacts the conduct of an event the transmission of ‘emergency stop exercise’ or ‘knock it off’ on any circuit suspends the event.
RIMPAC Safety Message • Everyone(officer, enlisted, civilian) is a safety observer. Every participant, no matter what rank, should feel empowered to say stop if safety is in question. • Attention to managing risk must always temper exercise activity. Situational awareness, communication, and hands on leadership will ensure safe and effective execution during this exercise.
RIMPAC Safety Message • Fixed-wing aircraft shall not fly below 2500 FT MSL within 5 nm of any ship without clearance from that unit to close. • Aircraft shall not fly within 10 nm of any large deck aviation capable ship unless aircraft has obtained permission from that unit to close. • Helicopters remain below 500 FT in vicinity of surface units IAW exercise altitude block structure.
Previous RIMPAC Safety Issues • Wake turbulence in Kbay tower pattern • Taxi procedures, ground ops at Kbay • Airspace issues resulting in aircraft in close proximity • Helos not being on the ATO • ACU duties not being performed by assigned platform
ORM Assessment • Flight, ground, off-duty hazards: • Mid air collision • CFIT • Coord ops • Kbay pattern • Ground collision • Aircraft malfunction/emergency • Airspace violation • Operating GSE • Driving on airfield • FOD • Storage of weapons, cads, sonobuoys • Lost tools • HAZMAT • Dehydration • Fatigue and Stress • Off-duty injuries
ORM Assessment • Top Mitigators/Controls: • Thorough flight/mission planning and mission briefs • Training and 7 July all hands brief • Leadership and supervisor presence • Solid CRM • By the book, don’t cut corners • ORM on and off duty • RIMPAC is an exercise • Report potential hazards, reassess, feedback and find solutions throughout RIMPAC
Daily Safety Rover • Flight line, hangars, west field, CALA, TOC, MTOC • Safety incident report forms
Flight Line Safety • FOD: Increase in FOD hazard, max capacity, multiple aircraft. Keep an eye out. Remove pens, covers, hats, loose change, etc. • Double hearing protection • Driving on the flight line: If qualified to drive on flight line, use extreme caution, activate hazard lights, limit speed to under 10 mph. Yield to all aircraft and GSE.
Driving on Base • Mokapu Road crosses Runway 4/22. May only cross runway in vehicle or bicycle. No pedestrians or joggers. • Highest speed limit on base is 25 mph. • Only hands free cell phone use allowed while driving. • Seat belts required on and off base.
