ConnectOregon Program Overview • ConnectOregon is a lottery-bond-based initiative first approved by the 2005 Oregon Legislature to invest in air, rail, marine and transit infrastructure. • ConnectOregon is focused on improving the connections between the highway system and the other modes of transportation to better integrate the components of the system, improve flow of commerce • ConnectOregon is helping attract and sustain business and jobs in Oregon and ensuring Oregon is connected to world markets.
ConnectOregon Program Overview • 2005, the Oregon Legislature authorized $100 million for Oregon’s Multimodal Transportation Fund. This first authorization, also known as ConnectOregon I, funded 38 projects. • The 2007 Oregon Legislature approved a second authorization of $100 million for the ConnectOregon program. Also known as ConnectOregon II, funded 30 projects. • The 2009 Oregon Legislature approved a third authorization of $100 million in lottery-backed bonds for the ConnectOregon III program, which funded 41 multimodal projects and 57 Rural Airport projects. • It is unknown at this time if the 2011 Oregon Legislature will authorize a ConnectOregon IV. The request had been submitted by ODOT. • Connect I, II, and III have been successful and the program is held in high regard
Success Stories – CO I & II Prineville Freight Depot – received both Connect I & II funding: • Handles, boxcar, flatcar and heavy equipment type of products • Storage/Staging area for future shipments • Fontana Wood Products relocated to Prineville rather than out of state because of the Depot location and services provided. • Environment Services Inc. - 250 railcars annually employ 10 workers • Ochoco Lumber – consolidated lumber distribution centers into Prineville.
Success Stories – CO II Grant County Airport Terminal Project: • Previous buildings were not adequate for USFS and Grant County requirements • County leases a portion of building to USFS for their Fire protection training and operations • Multi-Use conference room for Grant County Use • Retained existing USFS positions and allowed for the addition of 5 permanent positions • Key airport for the USFS and emergency medical services required to support Grant County Community
Eligibility Considerations – CO III In selection of transportation projects, the Oregon Transportation Commission (OTC) will consider the following as part of their evaluation: • Project reduces transportation costs for Oregon businesses or improves access to jobs and sources of labor • Project results in an economic benefit to this state • Project is a critical link in Oregon’s transportation system that will measurably improve utilization and efficiency • Ability of the applicant to fund the project from any source other than the Multimodal Transportation Fund • Construction Readiness
