Constructing Excellence - The Hounslow Homes Demonstration Project Graham Spiller Head of Human Resources
Background • Hounslow Homes – one of the 1st round of Arms Length Management Organisations (ALMOs). • Formed in April 2002. • Responsibility for managing Hounslow Council stock of about 15,000 properties.
Becoming ALMO means extra £100 million to achieve decency standard • Working with key partners (Balfour Beatty, Connaught, Lovell, United House).
Nov 2003 – Sustainable Training initiative launched at one of our apprentice training sites • Commitment to apprentice training limited by volume of work and available resources
In previous years overwhelmed by applications • Last year applications passed to partners • Recognition that partnership working provided an opportunity to expand the scheme
Innovation and Benefits • This year up to 15 apprenticeships rather than 3 • Joint funding for apprentice co-coordinator to oversee the project • Joint working to provide variety of work experience, and exposure to different management systems • Joint working will increase opportunities for permanent employment
Lessons Learned & Recommendations • Explore ways in which this initiative can be maintained when current funding levels are exhausted • Discuss with partners how Hounslow Homes labour force could assist them with other contracts in West London • ALMO partnering arrangements across the country could lead to a more integrated approach to apprentice training
