4. 4 Intelligence Community by NIP & MIP This is a simple Venn diagram depicting the traditional sixteen members/organizations/elements of the Intelligence Community (IC) (shaded in blue), their parent/owning organizations (as applicable), and relationships between organizations and with the National Intelligence Program (NIP) and Military Intelligence Program (MIP). The diagram reflects information gathered primarily from the websites referenced below.

6. 6 IC/DoD Standards Governance Benefits Collaborative standards practice influences both strategic and tactical acquisition decisions
Generates robust standard baselines with appropriate implementation guidance will improve business decisions
An effective, well understood practice will promote information sharing and interoperability.
Mature Standards Governance will improve systems development and systems acquisition practices through better standards management and communication
The program will improve cooperation and understanding between the IC standards activities and the DoD standards activities and make standards management of all stakeholder members
The program will reduce overall cost to govern and administer standards.

9. 9 Improved Coordinated Structure
10. 10 DoD / IC Joint Standards Secretariat Charter Mission: Serves as shared resource of standards governance expertise and staffing to support the DoD ITSC an the ICESC in both coordinated and individual responsibilities to oversee the lifecycle of DoD and IC enterprise standards.
Responsibilities:
Administer governance processes
Provide administrative support to the ITSC and ICESC
Execute the configuration management processes for standards baselines
Manage shared tools to facilitate the standards governance processes
Assist in the development, coordination and implementation of DoD and IC standards policies and processes.
Monitor, coordinate and recommend resource allocations for standards activities.
Support other standards activities as directed by the ITSC and ICESC.
11. 11 IC Enterprise Standards Committee Charter Mission: Serves as the IC’s only forum for governing IC enterprise IT, data and services standards. The goal is a cohesive and comprehensive baseline of standards and guidance defining the IC enterprise architecture work relevant to systems, data, services, and capabilities affecting tow or more IC organizations.
Membership:
Each of the 16 IC Elements
Representatives from DoD standards management activities
Designated ODNI representatives (CIO, OCAO, etc)
Responsibilities:
Identify and recommend changes to IC standards policy
Develop and manage the ICESG practice.
Recommend approval for data, IT and services standards.
Manage the IC IT, data and services standards baseline.
Standards governance program outreach across the IC and external stakeholders
