Skill shortages exist when employers are unable to fill, or have considerable difficulty, in filling vacancies for an occupation Skill gaps occur when existing staff do not have the skills required for the positions Recruitment difficulties occur when a business finds it difficult to fill a vacancy, even though there is not a broader skill shortage (Department of Education Employment and Work Relations (DEEWR) quoted in Department of Education Science and Training (DEST), 2002, p.3) Definitions
