Trends in Total MB amounts (tonnes) approved for Critical Uses (2010-15) and New A5 CUNs • Three non A5 Parties submitted nominations for use of MB in 2016, and use continues to decline. • Four A5 Parties submitted their first nominations for MB use in 2015. • One of the A5 Parties (Malaysia) withdrew its nomination before the MBTOC meeting in late March.

  3. Reporting of Stocks (Dec IX/6 1,bii) • CUE recommendations are not adjusted to account for stocks • Table 1.3 of the TEAP (Vol 3) report on CUNs shows the amount of stocks used and authorised by Parties in 2013 3

Interim CUE Recommendation for MB use (tonnes) for Commodities - US Dry Cure Pork in 2016 • Party Nomination for 2016: 3.240 t • Amount the same as that requested in 2015 MBTOC Interim Recommendation for 2016: 3.240 t • Research has identified several promising chemical and non chemical alternatives (phosphine, insecticides and sulfuryl fluoride with heat), but these are not yet effective on a commercial scale. • Ham producers should also be trained in IPM options, eg dips, traps, pesticides for crevices and cracks and heat and cold treatments. • MBTOC notes that in the absence of alternatives that recapture facilities could be adopted to reduce emissions.

Interim CUE Recommendation for MB use (tonnes) in 2016 for Australian Strawberry Runners • Party Nomination for 2016: • No change in the amount requested since 2009 29.760 t MBTOC Interim Recommendation for 2016: 29.760 t • No alternatives available. • Party substantiated that substrates were uneconomical. • Active research program in place. • Dec. XX/V 4 requires the Party to provide an update of the research program progress to the 34th OEWG.

Interim CUE Recommendation for MB use (tonnes) in 2016 for Canadian Strawberry Runners • Party Nomination for 2016: 5.261 t • No change in the nomination since 2011 • MB is considered necessary for the two final stages of runners exported from PEI MBTOC Interim Recommendation for 2016: 5.261 t • Micropropagated plants have been adopted to replace MB for early multiplication stages. • MBTOC accepts that substrate technology is uneconomical at this time for later generations. • Groundwater studies for a key alternative, chloropicrin, was to commence in December 2013 - Party is required to provide an update to this OEWG as per Dec XXV/4.

Interim CUE Recommendation for MB use (tonnes) in 2016 for US Strawberry fruit • Party Nomination for 2016: 231.540 t • Amount reduced by 38% from that nominated in 2015 MBTOC Interim Recommendation for 2016: 231.540 t • Party accepts that alternatives are available for the remaining MB use. • The Party has indicated that this is the final nomination for this sector which has been one of the most difficult for uptake of alternatives, due to regulations.

Interim CUE Recommendation for MB use (tonnes) in 2015 for Argentina • MBTOC Comments: • The Party stated that alternatives did not provide sufficient control of key pests in critical areas due to heavy soils and cool temperatures. • The submission however did not provide data from studies within Argentina showing that alternatives were not effective for these sectors. This is a requirement of Decision IX/6. • Further the request was for sectors where alternatives are proven effective.

Interim CUE Recommendation for MB use (tonnes) in 2015 for China • MBTOC Comments: • Party identified that their situation had unique pathogens and weeds compared to non A5 sectors that have phased out MB i.e. Japan • Pic is registered, but poses some phytotoxicity issues and also does not control nutsedge and root knot nematode. • MBTOC recommends a reduction of 6 t for protected ginger crops to align with the dosage rate used for outdoor ginger in China as 40 g/m2 of MB is considered suitable for control of the target pathogens and weeds.

Interim CUE Recommendation for MB use (tonnes) in 2015 for Mexico • MBTOC Comments: • Field trials with alternatives in these sectors only started in 2012. • Results are not yet available to validate if alternatives which have been adopted by some non-A5 countries are effective. • MBTOC considered clean planting material essential, despite the lack of an official certification requirement. • The recommended amounts were reduced because extrapolated amounts beyond current usage are contingency amounts and were not recommended

Issues • Requests from A5 Parties in this round are in preplant soil sectors where target pathogens and the effectiveness of alternatives are similar to those in non A5 sectors. • An exception is the submission for ginger from China (i.e. bacterial wilt). • Difficult sectors in A5 countries are similar to those in non A5 countries (e.g. nursery sectors). • Accounting frameworks are required next year by A5 Parties (Dec Ex. 1/4 (9f)) seeking any CUEs.
