Guidelines on Role, Operation and Management • The need for guidance on the Role, Operations and Management has been discussed since mid-1990s • Congress and EC resolutions: • 1991 Res 30 (Cg-XI) – Development of National Meteorological and Hydrological Services • 1999 Res 26 (CG-XIII) – Role and Operation of NMHSs • Geneva Declaration of Thirteenth World Meteorological Congress (Cg-XIII, Annex IV) • Res 27 (Cg-XIV) – Role and Operation of NMHSs • EC-LVII – Statement on Role and Operations of NMHSs (for decision- makers) • Res 29 (Cg-XV) – Evolution of NMHSs and WMO • EC-LXII – draft Statement on the Role and Operations of NMHSs • Cg-XVI – WMO Statement on the Role and Operation of National Meteorological and Hydrological Services for Directors • Common concern: That the topic of the role and operation of NMHSs should be further pursued as a matter of great importance

Guidelines on Role, Operation and Management The task: Develop an up-to-date WMO Guidelines on the Role, Operation and Management of NMSs Background: The need for updating and enhancing the available WMO guidance material on the management of NMSs has been recognized by a number of WMO meetings, including the EC-LXII (2010), which … “requested the Secretary-General to continue giving priority to skill development activities for senior and middle-level managers of these NMHSs in the areas of management, strategic planning, product development and communication as well as in project development and resource mobilization, including through e-learning”.
