Latest two European Union (EU) Directives on Chemical Requirements • Waste Electrical & Electronic Equipment (WEEE) Directive. (2002/96/EC) • Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment (RoHS) Directive. (2002/95/EC)
European Union Directives • Bound to be adopted by the Member States • NO direct effect within the Member States • Supersede national laws
Implication to business • Cost to do business increased ??. • May have different costing system in different EU countries • Philips prefers “Visible fee”. • How to handle historical waste not yet agreed. • To be taken care by region, similar to the disposal fee of packaging.
Philips history on RoHS substances • Cadmium – banned since 1985 • Mercury – banned (exemptions) since 1995 • PBB – banned since 1998 • PBDE – banned (exemptions) since 1998 • Hexavalent chromium – limited issue for PCE new • Lead – must be addressed by PCE new
How Philips comply on these directives • Incorporate Ecodesign so as to improve the environmental performance of the products. It helps to reduce the take back cost. • Philips go for more “Visible Fee”. It meant that the a take back charging system based on environmental impact instead of base on solely the market share or number. • Strengthen supplier control on chemical content control. (Banned substances control)
