ESAP Cost-effectiveness Working Group Equity Evaluation Subcommittee Equity vs. Resource • Goals for defining “equity” and “resource”: • Reliable, so most beneficial and cost-effective measures are included in ESAP • Flexible, so ALL measures can be re-evaluated each program cycle • “Equity” could be defined as providing a combustion or fire safety benefit. • Anything not an equity measure is “resource” or “uncertain.” • Most “uncertain” measures will be either “resource” or “equity,” depending on climate zone or building type. • Proposal: Use SDG&E’s categorization but move air conditioning (in all climate zones) to “uncertain.”
ESAP Cost-effectiveness Working Group Equity Evaluation Subcommittee Health, Comfort and Safety Criteria • Eliminates combustion-related safety threat • Eliminates fire safety threat • Improves home security (crime prevention) • Substantial improvement to indoor air quality • Prevents extreme temperatures (extreme heat and/or extreme cold, based on climate zone • Reduces temperature variation inside the home and/or increases customer ability to manage temperature • Improves ventilation and/or air flow (e.g., reduces drafts and leakage)
ESAP Cost-effectiveness Working Group Equity Evaluation Subcommittee Equity Evaluation Proposal • For the 2015-17 cycle, perform an equity evaluation on all measures – resource, equity and uncertain. • IOUs must group measures/zones/building types and assess whether they meet health, comfort and safety criteria. • All parties can provide their own assessments and groupings in comments.
