Network Unit Leader Austria • Consortium of 3 ogranisations specialising in different fields of rural development • ÖAR ltd (Lead partner) • gfa ltd • Agricultural project association • 2 main experts: 80 working days and 40 working days • Experts for: economy, tourism, agriculture, renewable energy, gender mainstreaming, organisational and systemic development • Networking budget 2002 - 2008 1,27 Mio € • Budget per year: 180.000 €
Networking Process: Initial Situation • Networking = Top-down idea (Leader guidelines) • LAGs: No clear or common imagination and expectations (what is the benefit of networking?) • Different Main Target Groups: LAGs, regional and national administration, European Leader Observatory (Contact Point) • Target Group LAGs: Not homogeneous (in terms of experience, know-how) • LAGs (Network Partners) don‘t know each other • Main interest of LAGs: To raise money and to implement projects • Networking is an addtional time-consuming task or obligation for LAGs
Networking: Marketing Approach • Objectives: • To convince LAGs: Participation in Networking creates benefits • To create an atmosphere of mutual trust • To create constructive working relations with LAG managers • To become accepted as experts who deliver useful support services • To create transparency in the network (who is who? Who does what?) • Strategy: • To become personally acquainted with LAG managers immediately • Close cooperation with most experienced LAG managers (most reliable supporters for the networking idea - role models for other LAG managers) • Development of support services for different needs (more and less advanced LAGs) • To offer support services which create immediate benefits
Support Services Immediate benefits - not time-consuming • Service Hotline: to answer inquiries (search for experts, innovative project examples, gender mainstreaming, partners for cooperation) • Innovation, Co-operation, Networking • Thematic and methodic workshops, study trips: Infotainment • (cooperation, SME, youth, gender, agriculture, project management etc.) • Innovation, co-operation, exchange of experience, bottom-up approach, Networking • Coaching & Conflict Management for LAGs • Bottom-up approach, multisectoral strategy, innovation

Support Services: Cooperation and Networking • Moderation of Start-up Workshops for national and transnational cooperation: • To find common objectives • To elaborate a project proposal • Animation of cooperation projects: • Some examples: Cooperation of Nature Parks, handicraft businesses, study trip areas (specialised package offers for study trips) • Parnter Search on national and transnational level • Network of Networks • Exchange of experience with other network and coordination units Technology Centres, LA 21, Nature Parks, Interreg, Regional Managements, Gender Mainstreaming etc

Results: High and Low Networkers • 18 LAGs: High involvement in networking activities • 30 LAGs: Moderate or advanced involvement • 8 LAGs: Almost no involvement in networking activities • About 20 LAGs are involved in transnational co-operation projects • About 35 - 40 LAGs are involved in national co-operation projects
