  2. Purposes of School Concurrency • Ensure community is adequately served with schools • Coordinate school plans and local plans • Link land use and capital planning for schools • Link development approvals and school capacity

Chronology • CPA-10-08 adopted June 24, 2008, added Public School Facilities Element to Comprehensive Plan and amended related Elements • Interlocal Agreement with School Board amended and signed June 24, 2008 • Department of Community Affairs issued Notice of Intent to find the proposed amendments consistent with the Comprehensive Plan on September 12, 2008 • Public School Facilities Element became effective on October 3, 2008

  4. Amendments to Unified Land Development Code Required • Public School Facilities Element Policy 2.1.2 requires amending land development regulations to include provisions for public school concurrency management. • Updated Interlocal Agreement for Public School Facility Planning, Section 8.2.1 requires local governments to adopt land development regulations consistent with its comprehensive plan, Florida Statues and the Interlocal Agreement.

Level of Service Standard for Public Schools • 100% of Permanent Program Capacity for Elementary, Middle and High Schools • Interim LOS Standards for Backlogged Elementary School Concurrency Service Areas • High Springs – 120% thru 2010-11 • Newberry – 115% thru 2010-11 • West Urban – 115% thru 2010-11

Summary of Amendment Chapter 407, Article 12, Concurrency Management amended to implement School Concurrency • Applicable to Residential development. • Describes review process; roles of School Board staff & County development review staff. • Consistent with Comprehensive Plan. • Provides options for addressing deficiencies.

  10. Staff Recommendation • Land Development Regulation Commission find proposed amendments to Chapter 407, Article 12 of the Unified Land Development Code consistent with the Comprehensive Plan; • Board of County Commissioners approve the proposed Ordinance implementing school concurrency in unincorporated Alachua County.
