DRM project: main features • Title: Strengthening institutional capacity for Disaster Risk Management in Viet Nam, including Climate Change related disasters • Project implementation time: Oct. 2009 – Dec.2011 • Budget: • 4,000,000 usd (UNDP) • 250,000 (MARD) • Pilot provinces: Binh Thuan, Can Tho and Cao Bang
DRM project: Outcomes & Outputs • Outcome 1: Strengthen the DRM knowledge in support of the formulation of policies, regulations and plans • Output 1.2: National guidelines for emergency response • Output 1.3: Links between poverty and vulnerability (2010) • Output 1.1: Implementation of National Strategy • Outcome 2: Strengthen institutional structures and capacity for DRM • Output 2.1: DRM coordination and EWARs • Output 2.2: Design DRM Centre/offices (1+3) • Output 2.3: Establish DRM Centre/offices (1+3) • Output 2.4: Strengthen DRM capacities (capacity assessment, trainings and DANA)
2009 activities • Technical assistance to support GoV implementation of National Strategy and DRR Action Plans (including the integration of Climate Change Adaptation and SEDP • Support the GoV in DRM legislative reform activities • Review emergency response mechanisms (case studies) and recovery framework (national policies) • Support to NDMP and other DM coordination institutions • DRM Institutional structure: resources capacities and recommendations for setting up DRM centers/offices • Capacity building: needs assessment, capacity building for training institutions (Universities), training modules • DANA 2: disaster information systems
Some challenges • Setting up Project Management Units timely • Engagement of pilot provinces • Learning from grass root level experiences • Coordination with other initiatives • Establishing long term partnerships for technical assistance
