Short-term assistance will be implemented in PNG for the 2012 elections and in Fiji for the FY 2014 elections. Funding was sourced from the Elections and Political Processes (EPP) Fund of the Democracy, Conflict and Humanitarian Assistance Bureau (DCHA). Sub-IR 2.1.2 Health Seeking Behavior Improved Sub-IR 1.1.3 Disaster Management Strengthened Sub-IR 2.2.3 Local Capacity for Service Delivery Enhanced Sub-IR 1.1.4 Adaptation of Agricultural Systems Increased
USAID/Pacific Islands covers 12 countries Republic of Solomon Islands
Compact of Free Association FSM and RMI Article 10 • To save lives, protect property and to supplement available resources • USG through U.S. Agency for International Development (USAID) and FEMA • USAID will use Foreign Assistance Act of 1960, executive orders and existing regulations Disaster Assistance Emergency Fund (DAEF) • $200,000 contribution from both US and RMI (inflation adjusted) • Accessed after State of Emergency for “immediate threats to life, health and safety”
DISASTER DECLARATION IN FSM/RMI • National State of Emergency declaration by the President of the affected nation • DAEF is made available • US Ambassador determines that: • it is above and beyond the capability of the host nation to respond to the disaster and • that it is in the best interest of the USG to respond, • The Ambassador can issue a disaster declaration, triggering a request for disaster assistance from USAID/OFDA
CONDITIONS FOR A U.S. PRESIDENTIAL DISASTER DECLARATION • IF State of Emergency declared…… • IF DEAF is not adequate…… • IF United Nations assistance is not adequate….. • IF Ambassador’s initial $50,000 is not adequate….. • THEN….FSM/RMI President may request U.S. Presidential disaster declaration
USAID ENGAGEMENT in FSM, RMI For Presidentially Declared Disasters in FSM and RMI • Guided by Operational Blue Print (OBP) • USAID/Office of Foreign Disaster Assistance (OFDA) lead Emergency Effort (DAC) • USAID/Pacific Islands lead Rehabilitation and Reconstruction Effort (RAC) For Declared Disasters that do not meet criteria for Presidentially Declared Disasters in FSM/RMI • USAID/Office of Foreign Disaster Assistance (OFDA) global response mechanisms
USAID ENGAGEMENT IN FSM AND RMI • USAID/Manila Provides Disaster Assistance Through Implementing Partner • IOM: International Office of Migration (Ends in August 2013) • Procurement activities underway for a new Implementing Partner from 2013 – 2018 (under Disaster Preparedness for Effective Response – PREPARE program)
AMBASSADOR DISASTER DECLARATION IN PALAU • National State of Emergency declaration by the President of the affected nation • US Ambassador determines that: • it is above and beyond the capability of the host nation to respond to the disaster and • that it is in the best interest of the USG to respond, The Ambassador can issue a disaster declaration, triggering a request for disaster assistance from USAID/OFDA
Typhoon Bopha Response in FSM and Palau: USAID/OFDA deployed several staff members to Palau and Guam to track the storm as it moved through the region, coordinate assistance efforts, and conduct assessments in affected areas. On December 5, 2012, the U.S. Embassy in Koror, Palau, declared a disaster due to the effects of Typhoon Bopha. In response, USAID/OFDA provided $100,000 to the Palau Red Cross for emergency support for typhoon-affected populations.
