  2. INTRODUCTION, PURPOSE OF PRESENTATION AND KEY ISSUES MONTEREY BAY AREA SELF INSURANCE AUTHORITYLOSS PREVENTION SUBCIMMITTEE

PURPOSE OF PRESENTATION • To provide the MBASIA Board with an overview and summary as to the mission, goals, objectives and direction of the Loss Control Prevention Subcommittee, to include a review of the outcome of the first two meetings conducted by the subcommittee this month. • To discuss in an information and analytical format the initial findings identified by the Subcommittee. • To provide the Board of Directors with an initial set of recommendations for further review and discussion. • To solicit feedback, comments, and critique from the Board of the Directors regarding the direction that the Subcommittee is moving in order to ensure the maximum level of success in achieving basis for establishing the Subcommittee in accordance with the direction provided by the MBASIA during the recent Strategic Planning Workshop MONTEREY BAY AREA SELF INSURANCE AUTHORITYLOSS PREVENTION SUBCIMMITTEE

  4. OVERVIEW AND SUMMARY OF LOSS CONTROL PREVENTION SUBCOMMITTEE GOALS AND OBJECTIVES MONTEREY BAY AREA SELF INSURANCE AUTHORITYLOSS PREVENTION SUBCIMMITTEE

During the recent MBASIA Long Range Planning Session, the Board of Directors created an Ad Hoc (Subcommittee for the purpose of identifying and reviewing trends and losses for each of the member agencies under the Authority’s Workers Compensation Insurance Program. The materials that were utilized focused on the the Loss Control Inspection Reports that were originally generated by Driver Alliant in September, 2006 as well as updapted Workers Compensation Loss Reports from JT2 Integrated Resourced and reassessed by Alliant Services. The data compiled included a Ten-Year History and Analysis of the Workers Compensation Losses incurred by each of the member agencies (included and referenced as per the Attachment Alfa.. KNEE INJURIES – AUTHORITY-WIDE STATISTICS Injuries to Knees resulted in the following: • 190 Total Injuries • $1,476,207 in Total Costs • $6,104 Average Cost per Injury • Number One Cause was Falls & Slips • Second Major Cause was Strains • Main Injury Description was Strains/Sprains • The Number One Employee Classification was Police Officer MONTEREY BAY AREA SELF INSURANCE AUTHORITYLOSS PREVENTION SUBCIMMITTEE

KNEE INJURIES – INITIAL FINDINGS The following recommendations are therefore made for the prevention of Knee Injuries: • Leg Muscle Fitness • Avoidance of High Heels or Platform Shoes • Avoidance of initiating Deep Knee Bends or Squats when performing Fitness Maintenance • Maintaining Muscles Warm and Flexible NOTE: The preliminary conclusion/finding at this time is that Knee Braces are not likely to protect the Tendons of the Body Part that is damaged by a Strain or a Sprain. LOWER BACK INJURIES – AUTHORITY-WIDE STATISTICS Injuries to Lower Backs results in the following conclusions: • 242 Total Injuries • $4,389,262 in Total Costs • $29,850 Average Cost per Injury • Number One Cause was Lifting (97 Occurrences) • Second Major Cause was Falls (26 Occurrences) • Main Injury Description was Strains • The Number One Employee Classification was Maintenance Worker MONTEREY BAY AREA SELF INSURANCE AUTHORITYLOSS PREVENTION SUBCIMMITTEE

  13. PROPOSED SET OF AUTHORITY-DIRECTED LOSS CONTROL PREVENTION POLICY AND STANDARDS MONTEREY BAY AREA SELF INSURANCE AUTHORITYLOSS PREVENTION SUBCIMMITTEE

  14. AUTHORITY-WIDE LOSS PREVENTION POLICY • Mandatory training standards by the Authority that will apply to all workers at all times in the workplace. • Mandatory training that is certified and verified for all employees of each of the member agencies within the Authority. • Ongoing inspections conducted by the Authority to ensure adherence to the established mandatory training standards. • Verification of proper record keeping procedures and standards followed by each of the member agencies. • Development, adoption and maintenance of Illness and Injury Prevention Program by all member Agencies. • Utilization of a standardized set of Forms and Documents for identifying, tracking and statistically analyzing Workers Compensation Injuries. • Consequences – Sanctions – Penalties for Non-conformance and Non-compliance by Authority Members. OUTSTANDING ISSUES PENDING RECOMMENDATION • Incentive and Rewards Programs: • Further analysis on developing a Safe Practices Incentive and Rewards Program for utilization by each agency for employees and departments that consistently recognize Safety and follow Safe Practices in the workplace. As part of this discussion, the subcommittee agreed to follow-up with this topic by conducting a survey of other agencies in order to determine the incentive programs agencies are currently utilizing. • Temporary Employees, Seasonal Employees and Police Reserves. • Further analysis on the methods employed by member agencies in familiarizing Temporary and Seasonal Employees on Safety and Safe Practices in the workplace, to include the methods utilized by member agencies in familiarizing Police Reserves and Volunteer Fire Fighters on Safety and Safe Practices in the workplace.
