Our definition A ‘Smart Work Hub’ is a facility or space which offers workers an alternative to either working in their normal place of work or working from home. In close proximity to people’s homes – benefits to large commuter populations Provides space for workers from different organisations of all sizes Accommodates teleworkers – people using technology to stay connected to the central office. Recognise might be hybrid approaches with other models
1.1 Opportunity Expressions of Interest (EOI) is for applicants seeking funding to establish and operate a Smart Work Hub Must be operational by 31 December 2014 Must be operational for a minimum period of 12 months.
1.1 Pilot Program objectives To examine if Smart Work Hubs in NSW can: increase business productivity and revenue decrease infrastructure costs promote regional economic development introduce new technology and skills to NSW enhance development capacity through cross fertilisation of industries. Demonstration of successful operating models and market demand to attract further private sector investment in future Hubs.
1.1 Locations of Smart Work Hubs $1.5 million funding is for minimum of two locations Priority to fund pilots in Western Sydney and Central Coast due to benefits to large commuter populations Can apply for funding for a different location, but must understand the Department’s funding priorities.
1.2 Two stage process Stage 1 – Expressions of interest: The EOIs will assist the Department to identify suitably skilled applicants who may be able to: (a) establish and operate a Smart Work Hub by 31 Dec 2014 (b) undertake research and evaluation tasks to provide an evidence base for the Pilot Program objectives (c) meet other eligibility criteria. Stage 2 – Depending on proposals received the Department may: (i) enter direct negotiations with one or more applicants (ii) shortlist Stage 1 applicants and invite them to submit restricted applications; or (iii) invite further public applications; or (iv) discontinue the process.
1.5 Type of funding The Department may provide funding in a number of ways including: start up capital costs such as fit out and equipment minor infrastructure upgrades including fibre and other works to enable access to suitable communications infrastructure subsidising the public use of hubs leases or agreeing to partial tenancy arrangements public sector use through agreed purchase of time/space/use of hubs (no more than 20% of active space). The Department will not provide funding for: anything that is illegal or contravenes any other laws or legislative requirements projects located outside of NSW facilities that cater for fewer than 20 persons per day.
1.5 Amount of funding $1.5 million is the total funding available in 2013/14 and 2014/15 for all projects From this total funding will seek to fund a minimum of two locations. The Department has not fixed an amount available per successful applicant, per location, or per Smart Work Hub. The Department will consider EOIs of all sizes within the total funding limit.
1.6 Assessment EOIs will be assessed against the evaluation criteria outlined. Department may also take into account any other information received from any other source. Evaluation committee will assess applications, recommendations on advancement to Stage 2.
1.7 Timetable 2 December 2013 – EOI applications open 28 January 2014 (9.00am) – EOI applications close 11 February 2014 – Applicants are informed of the outcome. Stage 2 commences 3 March 2014 – Stage 2 closes 4 March 2014 – Evaluation of applications from Stage 2. Negotiations with successful applicants 28 March 2014 –Funding agreements signed with successful applicants. All applicants are informed of the outcome.
2. Evaluation – eligibility criteria Pilots must be fully operational before 31 December 2014 Pilots must be fully operational for a minimum period of 12 months
2. Evaluation criteria (i) Demonstrated experience, capability and understanding to deliver the Pilot Program, addressing: a. Experience in forming appropriate partnerships and arrangements to implement and operates similar types of projects; b. Understanding of how to utilise short term seed funding to leverage ongoing private sector investment; c. Understanding of ICT and other technology requirements related with teleworking; d. Project management of projects up to $2 million value; and e. Property management. (ii) Demonstrated understanding of how to attract and retain customers of the Smart Work Hub (iii) Quality of evidence of the program for the delivery of the proposed Smart Work Hub Pilot (iv) Robust justification for the proposed Smart Work Hub location.

2.1 Supplementary information a) Outline of the proposed Smart Work Hub service offering: i. Primary services provided to customers ii. Identification of delivery risks and proposed mitigation measures iii. ICT capabilities provided to customers iv. Other equipment and facilities to be provided v. Staffing model (staff numbers, on-site / off-site, roles etc) vi. Other third parties to be engaged to deliver and/or operate project.
2.1 Supplementary information b) Organisation structure: i. Who are the persons, companies or consortia making the application? ii. Who is the lead organisation taking ultimate responsibility to deliver the project?
2.1 Supplementary information c) Funding i. What resources is each party of the consortia committing to, including financial contributions and contribution to research requirements (in total cost terms or as a percentage of the total cost). ii. What is the total estimated capital cost of the project? iii. What is the anticipated funding contribution being sought from the Department?
2.1 Supplementary information d) Program i. What is the program for the site to become operational? ii. What are the key risks and how would they be mitigated?
2.1 Supplementary information e) Location i. What is the proposed location (street address) of the Smart Work Hub and what is its proximity to transport connections (including public transport, major road networks and walking distance)? ii. Who owns the site, and what is the lease agreement in place (or proposed)? iii. What is the population that reside within the catchment of the hub and how has this population catchment been calculated? iv. What other services and facilities are located close by (e.g. childcare, cafes/eateries, gym, library, retail) v. What car parking, road, rail or ferry facilities will be required by customers?
2.1 Supplementary information f) Business model i. What is the high-level business model for operating the site, including how the applicants plan to secure customers/users/tenants? ii. What is the capacity of the site (how many people will it accommodate)? What percentage of these do you expect will be teleworkers?
2.1 Supplementary information g) Measuring success of the Smart Work Hub Pilot i. What are the high-level principles or steps the applicants will take to measure pilot requirements for understanding the potential for: increases in business productivity and revenue decreases in infrastructure costs increased local / regional economic development increased access for NSW industries to new technology and skills enhanced development capacity in NSW industries market demand for Smart Work Hubs successful operating models which might be adopted more broadly throughout NSW. ii. Who will be responsible for the measurement and reporting of this information?

3.4 Lodgement of EOI applications Application must be received by 9am Tuesday 28 January, 2014 Must be emailed to: innovation.policy@business.nsw.gov.au
3.5 Contact Officer All questions and requests must be in writing, via email to colette.mcgrath@trade.nsw.gov.au Clarifications given to one applicant which provide new information will be published www.business.nsw.gov.au/assistance-and-support/grants Applicants should not contact other Department staff directly about the EOI.
3.6 Minimum validity period All EOIs must remain valid for a minimum of 120 days from lodgement date.
3.7 Presentations by applicants The Department may invite applicants to make presentations regarding their EOIs. Receiving a presentation by an applicant is not a commitment by the Department The Department reserves the right to set the format of presentations and to invite only some applicants to give presentations.
3.8 Site inspections The Department may undertake site inspections of proposed Smart Work Hub locations. Applicants will be required to facilitate access for these inspections.
3.10 Discontinuing or altering the process The Department reserves the right to discontinue, change the timeframes or alter the EOI process at any point.
3.11 Addenda to the process If the Department chooses to amend the EOI documents an Addendum will be issued. It is up to the applicant to check if any Addenda or new information has been issued.
3.12 Confidentiality and Intellectual Property The Department may make public any information concerning the Pilot Program The Department may require a successful applicant to transfer to the Department all intellectual property rights Applicants agree that the EOIs become the property of the Department upon submission Applicants should clearly identify anything which they consider are commercial-in-confidence.
3.13 Additional Information The Department may seek additional information from applicants in relation to their EOI and any statements made.
