Project structure Managing NATURA 2000 in Slovenia • Theory: guidelines; protection measures • Practice: 5 MP Actions in the field • Bird-watching tower construction • Fencing habitat • Improving hydrological conditions…. NATURA 2000 information system • One information system for Slovenia • Cooperation with ARSO (Ministry) Public awareness campaign and dissemination of results • sites’ information boards • info-centre • articles, press-conferences, …
The essence of managing Natura 2000 sites in SLO Nature conservation should be included in operation of all existing space-related sectors as well as in daily people’s activities, and it should be comprehended as a positive and beneficial principle Management plan must “Fit for Purpose” and be clearly applicable !!!!!!!!!!!
The aim of LIFE project pilot management plans preparation To show examples of most effective ways of managing Natura 2000 sites in Slovenija. We will introduce managment plans to the Ministry(-ies) as a possible methodology for managing NATURA 2000 in Slovenia
Goals of the management part of the LIFE project • To ensure maintaining or restoration ofSlovene Natura 2000 sites natural habitats and populations of species of wild fauna and flora at a favourable conservation status. • To elaborate unified nature conservation guidelines for the management of Natura 2000 sites; • To present possible implementation of Natura 2000 into sectorial planning and/or managing instruments in Slovenia with the purpose of employing these instruments (also) as management plans for Natura 2000 sites;
A) Existing sectorial plans in Slovenia • Forestry management plans • Hunting management plans • Fishing management plans • Spatial planing
B) Sectors (currently) without management plans Environmental measures in Slovene agricultural environmental programme Agriculture Water management Plans for maintainance river and water systems NUV Preparation of management plans (according to the Water Directive)
How to include Natura 2000 into sectors • A: supplement existing plans with Natura 2000 requirements. ecology of species → conservation measures → appropriate inclusion into plan-documents • B: • Agriculture: Search for appropriate existing eco- or nature-friendly measures which are/can be subsidized throughSlovene agricultural environmental programme or propose new mesures • Water management: suggest concerning Natura 2000 managing plan in accordance to water framework directive
Example:Preparation of MP for Jovsi pilot area Extended Jovsi area: part of SPA “Kozjansko – Dobrava – Jovsi” and pSCI “Dobrava – Jovsi” (~ 3 kha)
Extensive wet meadows • Mosaic structure of agriculture land • Trees and bushes • Overgrowning areas • Tipical image of rural Jovsi area
Wet lowland forest with large oak trees and lots of dead biomass Dobrava – lowland oak forests (Erythronio-Carpinion)
črna štorklja (Ciconia nigra) prepelica (Coturnix coturnix) kosec (Crex crex) vijeglavka (Jynx torquilla) pivka (Picus canus) srednji detel (Dendrocopos medius) pogorelček (Phoenicurus phoenicurus) kobiličar (Locustella naevia) bičja trstnica (Acrocephalus schoenobaenus) belovrati muhar (Ficedula albicollis) rjavi srakoper (Lanius collurio) Jovsi - birds
Jovsi site management plan preparation - steps • Preparation of general guidelines and metodology • Ecological and biological features (Natura 2000, other endangered species and habitats) • Maping habitats of species and habitat types • General guidelines, maping and metodology of implementation discussed with sectors (forestry, agriculture, water, hunting) • Specific guidelines (recognize actual threats) • Maping measures • Implementing /supplementing sectorial plans
Ecological needs • Crex crex • Extensive meadows on at least 30% of area • Mowing after 15th July • Mosaic structure of agriculture land • Preserving bushes, single trees and riverside • vegetation
Other species conected to Crex crex habitat area Močvirski cekinček L. dispar kobiličar L.naevia Nižinski urh B. bombina Bičja trsnica A.schoenobaenus Veliki pupek T. carnifex
Management area 1 Forest habitat types (91L0) Ilirski hrastovo-belogabrovi gozdovi (Erythronio-Carpinion) (9110) Bukovi gozdovi Luzulo-Fagetum • Preserving two habitat • types with proper • forestry practice • Enable habitat • regeneration • Preserving habitat • of species
Species - Ecological needs Srednji detel (Dendrocopos medius) • Wet lowland oaks forests, orchards • Nesting beetween IV-th and VII-th • For successfully nesting it needs • forests with large trees with fungus • in areas near 3 to 7 ha • Feeding with insects of tree beetle larvas
Other species conected to Dendrocopos mediushabitat area pivka (Picus canus) hrastov kozliček (Cerambyx cerdo) rogač (Lucanus cervus)
Maping measures for species Management area 2 Srednji detel (Dendrocopos medius) Dots are ekocells – habitat trees (old oak trees) Result: preservation of forest species (Picus canus, Cerambyx cerdo, Lucanus cervus)
Implementation of forestry and hunting sector plan Metodology of implementation of N2k into sectors’ plans (the ways) Specific guideliness measures (maps) and other important data about N2K Suplement existing Forestry and hunting management plan
Results • Management of more than 70% of Natura 2000 sites area will be covered by already existing management plans (forestry, hunting, fishing…) • Important side-effect: SEA (CPVO) Strategic environmental assessment for management plans will not be required. • No special plans (extra documents) for Natura 2000 sites
