Objectives & Goals • Determine what technical assistance the RTF, in coordination with the Bonneville Power Administration (Bonneville) and the Northwest Energy Efficiency Alliance (NEEA), can offer small and rural utilities to tailor their conservation initiatives to meet the unique circumstances of their service territories.
Study Will Focus on Technical Characteristics • Development of deemed measures, technical specifications, and simplified measurement and verification (M&V) protocols, as those apply to small and rural utilities. • Identify program barriers faced by small and rural utilities with regard to measures and protocols that are currently approved by the RTF.
