Operations Highlights • Boston & Hartford Weather Pattern: • March 2004 had near normal or above normal temperatures. The precipitation was below normal, ending on a wet note. Snow fall in the Boston area was above normal; the Hartford area was below normal. • Peak load of 19,233 MW at 19:00 hours on March 16, 2004. • During March: • NPCC Shared Activation of Reserve Events: • March 6 L/O Millstone Point #2 @897 MW • March 13 L/O Bruce #4 @760 MW • March 15 L/O Millstone Point #2 @900 MW • No Fuel Delivery Issues

Electric and Gas Wholesale Initiative • In response to the January 2004 Cold Snap, TEAC’s Fuel Diversity Working Group is charged with the Electric and Gas Wholesale Initiative Project. • High priority issue with N.E. Governors • Workshop #1 – March 19th – Springfield Sheraton • Wide set of Stakeholders • Joint NEPOOL/ISO-NE Cold Snap Task Force • Many problems and key issues identified • Physical, operational, communications, training • Next Meeting – April 12th – Wyndham, Westboro
Electric and Gas Wholesale Initiative • Joint NEPOOL/ISO-NE Cold Snap Task Force • Broad membership: regulatory, electric & gas stakeholders • Non-voting technical & policy advisory group • Developed Mission Statement & Charter • Assess & propose improvements to existing NEPOOL markets, rules & procedures • Collaborate with gas industry for possible changes to practices & procedures • Provide input to potential changes in regional energy policy, laws or regulations to improve electric & gas market reliability and efficiency • Coordinate resolution thru NEPOOL Committee process

NWVT Reliability Project Update • State hearing process continues • Technical Hearings complete • Discovery on 115kV line relocations underway, hearings by mid-June • Rebuttal phase delayed until end of July • Decision expected by mid October
New Generation Update • No new resources were added in March. • Approximately 400 MW expected on line by the end of the year. • Status of Generation Projects as of March 29, 2004: No.MW In Construction 3 289 with 18.4 approval Not in Construction 7 1,506 with 18.4 Approval
RTEP Update • TEAC21 tentatively scheduled for April • RTEP04 to include enhancements to RTEP03 including • Fuel Diversity • Clearer definition of system needs • Interim NEPOOL Project Listing to be updated in April • Many projects have advanced • 5 new projects • 9 cancelled projects • 10 advanced to Planned stage with 18.4 approval • 12 commenced construction • 17 placed in service • 2nd New Brunswick Tie to be changed from Elective to Reliability Project • Project is under review to identify the most effective alternatives • Cost will be subject to 12C review
Compliance Update • A4: Maintenance for Bulk Power System Protection • Required response to 2004 ISO-NE survey by 1/5/04 • Level 2 sanctions will apply to three Participants for failure to respond on time. • Six Participants that have not completed their 2003 required maintenance must become compliant by May 31, 2004.
Compliance Update (cont.) • A3: Generator Underfrequency Tripping • All Participants responded to the 2003 ISO-NE Survey by 12/1/03 • Six Participants are non-compliant • Two are exempt • Four have plans for compliance • 2004 Surveys on UFLS and UF generator trip settings were sent out on March 15 and are due May 3.
Sanctions • Level 1 – Letter from Director SP to the relevant functional head (operations, planning) of the Industry Participant with copy to NCWG • Level 2 – Letter from COO to the Chief Executive of the Industry Participant with copy to the relevant functional head, other NEPOOL Participants (the NEPOOL Task Forces, RC, NPC) and NPCC • Level 3 – Letter from the CEO to the Board of Directors of the Industry Participant with copies to Level recipients. Post on the ISO-NE Compliance Website. • Level 4 – same as Level 3 with copies to the appropriate State/Provincial regulatory agencies, FERC, DOE, State Governor and Legislators.
