The Critical Gaps • The Project Vision highlights the need to close three gaps: • Domain-Theory Gap - between 20thC. international relations theory & 21st C. cyber realities • Empirical-Analytical Gap - between existing data & needed metrics of cyber attributes and activities • Policy-Analysis Gap - between traditional practices • & the demand for new analytical tools and multi- methods perspectives • All of this can be done only with a multi-disciplinary strategy 2 OSD Minerva Research Project at Harvard & MIT Explorations in Cyber International Relations

To Close the Gaps • Domain Theory Gap • Construct a representation of “cyberspace” as a coherent domain • Develop a framework for integrating cyber and “real” international relations • Explore alternative perspectives on cyber space and cyber security Empirical Gap • Compile and analyze existing metrics of cyber attributes & activity • Identify data needs and develop strategy for new cyber metrics • Identify and track institutional developments for cyber security and cyber management Policy Analysis Gap • Track cyber policy responses worldwide and implications • Understand the multidimensionality of cyberspace and cyber security • Address emergent imperatives for governance of cyberspace • Explore policy-related effects of alternative Internet architectures 3 OSD Minerva Research Project at Harvard & MIT Explorations in Cyber International Relations
