Guide questions: • Advocacy efforts for HIV and Women & Girls within ASEAN • Potential issues to be aware of when talking about women’s rights with ATFOA • Potential issues w.r.t HIV and KAPs eg MSM, SWs and PUDs • Where ATFOA reps stand individually • National machineries in each ASEAN country and where they stand collectively APCASO

ATFOA – who are its members • Heads, senior officers or focal persons of the national HIV programme • Almost all are medical doctors, from either MOH or national AIDS commissions • Most come from divisions that have ‘disease control’ or ‘infectious disease’ in its name • Govts in ASEAN still approach HIV and AIDS in context of medical or clinical response? • Will this ever change? APCASO

  7. CSOs at ATFOA meetings ATFOA meets at least once a year. With support from UNAIDS or UNDP, some CSOS are invited to attend as observers or to give inputs: • 7 Sisters • APN+ • APCASO • Int’l HIV/AIDS Alliance Asia Pacific • TSF Asia Pacific • IPPF Asia & Oceania APCASO

  8. National machinery – examples • Women affairs ministry or agency • National AIDS councils or commissions • PLHIV + positive women’s groups • Human rights groups • Legal fraternity and what they do to assist KAPs or affected women and girls (eg legal clinics, involvement with HIV programmes) • Child protection agencies or NGOs • The UN system– UN Women, UNAIDS, UNICEF APCASO

Opportunity for advocacy: ASEAN Declaration of Commitment: Getting to Zero… • Released in Nov ’11, after the 2011 Political Declaration, ESCAP resolutions 66/10, 67/9. • Says all the right things! • Only 21 paragraphs, mentions: • KAPs including MSM, TGs (para 9, 17b), women and girls (para 9, 15, 19c) • Recognises equitable and pro-poor health policies, vulnerable status of W&G, gender inequalities, GBV. APCASO Our governments have committed themselves. Use it as an advocacy tool. Make sure your community knows and understands it Have a discussion with the ATFOA member - see how we can help him/her meet their commitments!
