Current Status I • Institutional set-up • -All institutions re-established --June 1999 • Department of Environment – May 2000 • Ministry of Environment and Spatial Planning – March 2002 • -Establishment of the Environmental Agency still pending • Legal framework • -Basic legal framework endorsed • Environmental Protection Law including information access adopted in April 2003 • - Laws or standards for monitoring and reporting will derive from the EPA • Data collection and management • -No regulation of the monitoring system • -Limited monitoring data exchange, assessment and dissemination • - No systematic, objective data collection
Current Status II • Information dissemination – • - Printed publication : a monthly printed publication with relevant environmental information is planned (three languages) • - First State of Environment Report published on April 2003 • - Pilot local environmental Information Web page (under construction) • Use of environmental reporting in decision making • -High demand for environmental information for these purposes, but low supply
Tangible Developments & Progress • Objectives: Development of the monitoring system in Kosovo/a • - Equipment for water monitoring and training for the KHMI laboratory • Expenditures - Equipment and training: 27.800 Euro
Tangible Developments & Progress • Benefits • -Initiated further development of the environmental information system in Kosovo/a • - ensures the accuracy of water quality measurements, timeliness and cost effectiveness. • -contributing to the reliability and accuracy of the data for the MESP, and for its subsequent dissemination to the general public and media
Future Priorities • Foreseen actions • -Technical infrastructure: monitoring system for water, soil and air pollution; Hardware and Software for data interpretation • -Institutional strengthening: training and expertise in network management, data interpretation and standards • -Legal frameworks: Extension of legal framework including definition of standards • -International cooperation: integration in international reporting regimes
Future Priorities • Available funding • -donor support by the Italian Government for the Kosovo/a Hydro-meteorological Institute laboratory, and by the central governmental budget of Kosovo/a • Required assistance • -financial resources for monitoring, software, capacity & institutional building.
