  3. WORLDWIDE EXPRESS CONTRACT (WWX - 4) • To Provide International, Express, Small Package (0-150 lbs) and Heavyweight Package (151–300 lbs) Pick-up and Delivery Service for DOD and Civilian Agencies • Support Contingencies/State of War • Civil Reserve Air Fleet (CRAF) Program Commitment

WWX - 4 AWARD • FY08 Contract Award • 1 Year Contract • 3 Option Years • Effective Date of award: 1 Oct 07 • Option Year One exercise 01 Oct 08 • FY08 Combined Services to Include International Heavyweight Express (IHX) • IHX is Contract Line Item (CLIN) under WWX- 4 • Mandatory for DoD Cargo Movement Requirements 151- 300 lbs

WWX - 4 PROGRAM • EXPRESS Service • Premium Transportation for Expedited Delivery of International Small Package Shipments up to 150 lbs • Premium Transportation for Expedited Delivery of International Heavyweight Package Shipments 151-300 lbs • Limited to Movement of ONLY High Transportation Priority Cargo Requiring Time Definite Delivery

WWX - 4 PROGRAM • Worldwide Award • All Carrier Commercial Routes Available • Does Not Include any CONUS to CONUS Services • GSA Domestic BPA provides CONUS to CONUS Services • Not for Movement of Classified Material • Only High Volume Routes are Priced in Contract • Carriers Will Discount All Other Routes Serviced • Discount Rates Vary According Carrier and Regions • Review Carrier’s Contract for Specific Discount Rate

  9. WWX - 4 PROGRAM • WWX and IHX are “Mandatory” for All of DOD • Originally, Civilian Federal Agencies Could Sign on as Mandatory Users. Now, Can Use “At Will” Without Being Considered a “Mandatory User”. • GSA is DOD’s Liaison with Civilian Agencies • Available to 3d Party Logistics (3PL) Contractors and Cost-Reimbursable Contractors (CRC) • Conducting Business on Behalf of Government • Must Obtain Prior Approval

WWX - 4 SERVICES • Include 1% Administrative Service Charge (ASC) which is Paid by the Contractors • Covers Cost of Managing the Program • Service Includes • Time-Definite • Door-to-Door Pick-up and Delivery • Carrier Provided Transportation • In-transit Visibility (ITV) • Power Track Capability • Customs Processing and Clearance

WWX - 4 CUSTOMS • Customs Clearance for Duty Free Shipments for DoD • Defense Transportation Regulation (DTR) Part V, DOD Customs/Boarder Clearance Policies and Procedures • Review Customs Procedures and Country Specific Requirements on carriers website • Government Compliance • Review DTR Part V • Properly Complete Applicable Documentation • Contractor Compliance • Determine Customs Clearance Requirements • Provide Customs Clearance for All Shipments
