  2. What is PHAST? • A group of volunteer students trained to assist in short-term public health deployments

  3. Mission To promote public health practice by providing student opportunities to assist local and State public health in times of need.

  4. Goal To provide extra hands to assist state and local health departments in Michigan with outbreak investigations, disaster relief, public health preparedness drills and exercises, health education, and other public health activities.

Past Activities • Food borne outbreak investigation • Anthrax exposure exercise • Acute Care Center (ACC) exercise • Medication dispensing-site exercise • Biological disaster emergency preparedness simulation • Gulf Coast Hurricane Katrina response • Tianjin Centers for Disease Control and Prevention

  7. Requirements • SPH student in good academic standing • Completion of the Student Interest Form • Attendance at the On-site Training (September 20, 2008, 9am-2pm) • Completion of required on-line Trainings • Completion of all trainings are required to be eligible for any deployments

RequiredOn-line Trainings • IS-100 Introduction to Incident Command System (ICS) • This course describes the history, features and principles, and organizational structure of the Incident Command System. It also explains the relationship between ICS and the National Incident Management System (NIMS). • IS-200 ICS for Single Resources and Initial Action Incidents • ICS-200 provides training on and resources for personnel who are likely to assume a supervisory • position within the ICS. • IS-700 National Incident Management System (NIMS), An Introduction • NIMS provides a consistent nationwide template to enable all government, private-sector, and • nongovernmental organizations to work together during domestic incidents. The course explains the • purpose, principles, key components and benefits of NIMS.

RequiredOn-line Trainings • University of Michigan Health Insurance • Portability and Accountability Act • (HIPAA) • The Health Insurance Portability and Accountability Act of 1996 (HIPAA) is an extensive piece of legislation that requires the standardization of electronic patient health, administrative, and financial data.

RequiredOn-line Trainings • University of Michigan Program for Education and Evaluation in Responsible Research and Scholarship (PEERRS) • PEERRS consists of educational modules and short tests covering basic rules, procedures and professional norms for the responsible conduct of research by anyone involved in research and scholarship at the University of Michigan. • Modules: • Foundations of Responsible Research Conduct • Human Research

Strongly Recommended On-line Trainings Courses: • IS-800 National Response Plan (NRP), An Introduction • NRP describes how the Federal Government will work in concert with State, local, and tribal governments and the private sector to respond to disasters. Course goal are describing the purpose of NRP, locate information with NRP, describe the roles and responsibilities of entities as specified in the NRP, identify the organizational structure used for coordination.

  15. Deployments Local Deployments - Emergency Health departments and other public health agencies may need assistance during times of crisis. - Planned Health departments, community-based organizations or other public health agencies may need assistance for a specific short-term project.

How to participate in a local deployment • Application is not required • An email is sent out with details about the deployments and a • request for volunteers • If necessary, additional training will be provided • Participants are deployed • After deployments, participants complete • - Activity form • - Mileage reimbursement, if applicable

  19. Week Long Field Experiences: February 2009 May 2009 TJCDC

Spring Break Field Experience - China Dates: February 20-28, 2009 Participant fee: $650, includes airfare, lodging, in-country travel and meals Your additional financial responsibilities: - vaccinations - passport fees - visa fees - transportation to and from Detroit Metro airport - international travel health insurance - admission fees to tourist attractions Field experience description: The Tianjin Centers for Disease Control will host up to 12 students. This field experience is designed for students to gain an in-depth exposure to a public health system in a developing country. We will have two groups: measles and maternal child health.

Spring Break Field Experience – Dominican Republic Dates: February 22-28, 2009 Participant fee: $500, includes airfare, lodging, and in-country travel Your additional financial responsibilities: - meals - vaccinations - passport fees - visa fees - transportation to and from Detroit Metro airport - international travel health insurance - admission fees to tourist attractions Field experience description: Working with Professor Mark Padilla and Armando Matiz Reyes, this group will experience public health challenges and triumphs in a Caribbean nation.

End of Term Field Experience – Biloxi, MS Dates: May 12-17, 2009 Participant fee: $50, includes airfare, lodging, and in-country travel Your additional financial responsibilities: - meals - vaccinations - passport fees - visa fees - transportation to and from Detroit Metro airport - international travel health insurance - admission fees to tourist attractions Field experience description: Working with our partners at Delta State University and the Institute for Community-Based Research, students will collect and enter data from interviewing community members and geocoding neighborhoods related to community development 4 years after hurricanes Katrina and Rita.

  23. End of Term Field Experience – S. Texas/Mexico Dates: May 3-8, 2009 Participant fee: $100, includes airfare, lodging, and in-country travel Your additional financial responsibilities: - meals - vaccinations - passport fees - visa fees - transportation to and from Detroit Metro airport - international travel health insurance - admission fees to tourist attractions Field experience description: Working with Professor Melissa Valerio this group will gain practical field experience in border health challenges and triumphs.

Steps to take to participate in a week long field experience • Application is required • Downloadable applications are available on the Practice website • Deadline in 2675 SPH Crossroads, October 3rd, by 3pm • Electronic applications are not acceptable • Read and follow all the directions • Additional training is required and mandatory • Please see activity calendar for dates

Application Process/Criteria • Applications are anonymous to the reviewers • Each application will have three reviewers • Waitlist • Low priority • Students who participated in a previous week long field experience • We will be looking for the following: • Departmental representation • Balance of international and non international experience • Participation in other PHAST and/or Practice activities • Applications that succinctly and adequately address the questions
