Why Crime Solvers? • Crime Solvers operates on the premise that someone other than the criminal has information about an unsolved crime. • Two main problems which prevent law enforcement from obtaining this information. • Fear • Apathy
Why Crime Solvers? • The Mission is to provide an anonymous means to the public for reporting information to the police about crime. • Anonymous tips can be taken in three ways: • Telephone Hotline • Website • Text-A-Tip • Tips are assigned code numbers to protect tipsters ID
Why Crime Solvers? • Fear? • Crime Solvers offers anonymity to tipsters who provide information on unsolved crimes. • Apathy? • A strong Crime Solvers program should worry criminals • Crime Solvers pays cash rewards for this information, when it helps solve an unsolved crime or capture a fugitive
History • July 1976 Homicide in Albuquerque, New Mexico • Michael Carmen, student, gas station worker, husband-to-be • Detective Greg MacAleese • Sept 8, 1976 - first CS reenactment KOAT-TV • 72 hours after tip • 1984 Virginia and Chesterfield County • Sgt. James Bourque & Col Joseph Pittman
Where are we now ?? • Each Crime Solvers / Crime Stoppers / Crime Line / Silent Witness program provides services for the respective jurisdictions. • Crime Solvers type organizations are statewide, nationwide and international.

The Police • Police Coordinators are responsible for the day-to-day operations of Crime Solvers • Crime of the Week releases • Follow up investigations • Tip taking • Media relations • Security and integrity of files • Chesterfield has two full time Coordinators • Crime Solvers Unit of the Investigations Bureau • Colonial Heights has an Administrative Sergeant

Text-A-Tip • We now can take tips by text message! • Tipsters will type the 6-digit code TIP699 and their message, then send it to 274637 (which spells CRIMES on a keypad with letters) • This allows an anonymous, two-way dialog with the tipster, as long as the caller does not text the word "stop"
