The Geospatial Line of Business is… A Multi-agency initiative that will: • Foster collaboration for geospatial-related activities and investments across all sectors and levels of government • Result in policies and actions that will impact the NSDI community • Cut across the Federal Government and 25 agencies
Governance of Geospatial LoB: OMB/FGDC Steering Committee FGDC Coordination Group Managing Partner Team Six Workgroups of interagency representatives: • Lifecycle Management • Common Services • Grants and Contracts • Technical Architecture • Geo-Enabled Business • Performance Management Supported by a Project Management Office
Geospatial LoB / NGAC • June 2008 NGAC Meeting: • Briefing on LoB status • Discussion of agency investment data calls • NGAC recommendation: “The NGAC recommends that the FGDC Staff Director establish a target date to resume the data call process to be included in the annual reporting process”
FGDC Annual Report/Investment Data Reporting Update • Steering Committee has agreed to include financial information • Annual Report being prepared w/o • An addendum will be needed that will include financial information • Develop criteria to request data/information that will be useful
Grants and Contracts Working Group Developing and implementing common grants and contracts regulatory language through policy guidance Coordinating with OMB to achieve government-wide implementation of regulatory grants and contracts language Developing the grants and contracts regulatory language that will published into Code of Federal Regulations (CFR) and Federal Acquisition Regulation (FAR) documents and the Federal Register Developing the Grants/Cooperative Agreements and Contracts Policy Guidance Document
Technical Architecture Working Group Completing Version 2.0 of the Geospatial Profile of the Federal Enterprise Architecture (FEA) Proceeding with externality analysis to validate content and approach of Geospatial Profile Modifying Geospatial Profile to reflect emerging technology Revising the Geospatial Profile to reflect current architectural standards and emerging policy Developing materials to help organizations establish and implement geospatial architectures Identifying best technical practices and solutions
Geo-Enabled Business Working Group Assisting federal program managers and executives to identify their geo-enabled business needs, capabilities and opportunities Providing guidance and case studies of how geo-enabling can help government agencies Capturing best practices among successful geo-enabled programs Developing and implementing Geo LoB communications strategy
Lifecycle Management Work Group • Current focus • Developing supplemental guidance for implementing OMB CircularA-16 • Beginning to conduct outreach to key stakeholders, including federal agency identified points of contact for data sets • Discussion topic – NGAC role in providing feedback/advice on Draft A-16 Supplemental Guidance
Lifecycle Management Work Group Purpose of A-16 Supplemental Guidance • Bring greater clarity and specificity to significant responsibilities assigned to FGDC and its member agencies under authority of OMB Circular A-16 and Executive Order 12906 • Refine and fully execute the intent of the OMB Circular A-16 and Executive Order 12906 • Enable the geospatial community to leverage resources and promote opportunities for partnerships • Foster unity of efforts among FGDC members and partners
Lifecycle Management Work Group Outline of A-16 Supplemental Guidance • Executive Summary with high-level goals • Roles and Responsibilities of Federal Agencies pursuant to Circular A-16 • Lexicon of Geospatial Terminology to clarify sections of Circular A-16 • Stages of the Data Lifecycle pursuant to sections Circular A-16 • Data Theme Assessment Principles as a first step in revising Circular A-16
A-16 Guidance – Conceptual Approach for Review/Approval • Refining the current schedule • NGAC review and comments • Fast track • Goal is the submit to FGDC Steering Committee for consideration at its Dec 16th meeting
Common Services Work GroupGeospatial SmartBUY BPA Summary • Most far-reaching and inclusive federal Blanket Purchase Agreement (BPA) for geospatial software, data, and other products • May be available to state, local, and tribal governments • Provides the foundation for optimizing and consolidating government’s geospatial-related software investments • Offers greater transparency into federal spending • Leverages the government's buying power to purchase commercial off-the-shelf software licenses, resulting in increased accessibility, more products, greater discounts, and reduced contract administration costs
Common Services Work Group Geospatial SmartBUY BPA Accomplishments • Engaged approximately a dozen agencies to define scope and requirements • Conducted high-level cost-benefit analysis that will be further refined based on awards and implementation • In communication with related activities (e.g., Imagery for the Nation, HIFLD) to identify collaboration opportunities • Release of Geospatial SmartBUY BPA Request for Information (RFI) on 10/8/08 • Outreach underway to SmartBUY users through the FGDC, GSA, and OMB
Common Services Work Group Geospatial SmartBUY BPA Industry Day Input is needed to make SmartBUY most effective: • October 21, 1:00 PM to 3:00 PM at the J.W. Marriott Hotel in Washington, DC • Make interested industry and other government partners aware of this opportunity • Government only Q&A Session 3:00-3:30 PM • Comments will be due on October 31, 2008 • Industry has the opportunity to enhance the Geospatial SmartBUY BPA Statement of Work
Common Services Work Group SmartBUY Approximate Dates • Vendor’s Day Oct 21st • RFI - comments due October 31st • November/December 2008 - RFQ Release • December 2008 /January 2009 -Source Selection • January/February 2009 - Quote Revisions Due • February/March 2009 - SmartBUY BPA Awarded • March/April 2009 - SmartBUY Roll-Out Kits Released
