Evolution of the Biodiversity Earmark • Congressional requirement • Upward trend in overall earmark ($160 million in FY ’06) • Increasing scrutiny of activities • SANREM represents the majority of the Office of Agriculture’s biodiversity requirement – target $730,000 / year
USAID Biodiversity Attribution Requirements Activities must: • Have an explicit biodiversity objective • Address an identified threat to biodiversity • Impact a biologically significant area • Monitor biodiversity impact
Explicit biodiversity objective • Can be primary or secondary objective • It is not sufficient to have a positive biodiversity impact as positive externality of an activity
Impact biologically significant area • Usually focuses on activities proximate to biologically explicit areas • However non-site based activities are possible • Draw on assessments from Partners “biologically significant areas”
Monitoring Biodiversity • Reveals connections between activity and threat • Activities can tie into ongoing monitoring of partner groups
Address biodiversity threats • Threat must be explicit • Common agricultural threats • expansion of agricultural frontier into protected areas • fragmentation of natural habitat • Contamination of aquatic ecosystems by agricultural wastes, processing,
