BACKGROUND The Harris County Hospital District (HCHD) is the largest Medical Complex in Texas with 3 Hospitals and 13 Medical Centers. HCHD is internationally recognized as a leader in trauma care. Ben Taub General Hospital was selected to house the United States Military’s Joint Trauma Training Center
BACKGROUND cont. The Joint Trauma Training Center is a cooperative civilian/military effort to provide military medical personnel with the experience needed for forward combat medical operations. Teams have come from as far away as Ramstein, Germany.
TIMELINE • Early 2002 - Advancing Apprenticeship Initiative • Begin looking at new and emerging industries • Spring 2002 - Region IV assigns a Regional Healthcare Liaison (RHL) • Start with Texas – largest state in region - begin looking at what is going on in the state
TIMELINE cont. • Begin networking with the healthcare industry • June 2002 - 1st meeting with the Texas Institute for Health Policy Research • Bi-Partisan group • Connections with key healthcare related associations in Texas • THA,TNA, AHEC, SHCC & TDH
TIMELINE cont. • This meeting represented the key healthcare providers • Identified key players • July 2002 – Received invitation from AHEC to present to their regional directors…
TIMELINE cont. • Denton, Dallas/Fort Worth, Tyler, Waco, San Antonio, Victoria and Galveston • AHEC tied directly to local educational entities who are tied to a healthcare facility • Regional directors show interest in presentations to their area chapters
TIMELINE cont. • Aug 2002 – RHL and staff conduct 900 mile road show to area AHEC chapters • Tyler, Waco, San Antonio, Victoria • Sept 2002 – East Texas AHEC meets with RHL to discuss partnership promoting apprenticeship • Viewed as viable solution to capacity issue in healthcare industry
TIMELINE cont. • Oct 2002 – New state director on board • Nov 2002 – RHL discusses apprenticeship with LCDR. Donna Jefcoat, USN, Hospital Administrators Program at HCHD
TIMELINE cont. • Jan 2003 – Initial meeting with HCHD – Apprenticeship presentation • Attendees included RHL, SD, HCHD, Houston Community College and San Jacinto College, North
TIMELINE cont. • Mar 2003 – Meeting with Houston Community College Associate Dean and Dean of Health Science to determine interest in pilot • They were both very interested!
TIMELINE cont. • Apr 2003 – Meetings with Dr. Mary Ashley and Dr. Barbara Reece of HCHD • Ashley interested, but Reece only interested in 4 year program • May 2003 – Official announcement of CAEL grants
TIMELINE cont. • Conduct meeting with key players, • HCHD • Gulf Coast WIB – One Stops • HCC & San Jac North • Jun 2003 - CAEL proposes to HCHD to be first CAEL pilot site in the country
TIMELINE cont. • HCHD votes unanimous in favor of moving forward with project • July 2003 – Begin development stage – run into licensing issues with LVN
TIMELINE cont. • BAT sponsors a legislative strategy meeting to discuss how to overcome the licensing issues • Key supporters were present as well as opponents • Barriers and misconceptions were identified and discussed • THA & SHCC came to us wanting to meet one-on-one • Aug 2003 – THA and AHEC asks us to hold off while they work behind the scenes
TIMELINE cont. • Begin development of standards and MOU between CAEL and HCHD • CAEL, San Jacinto College North and Houston Community College begin development of CNA curriculum
TIMELINE cont. • Oct 2003 - Site Coordinator Maria Ester Bazan-Myrick hired by CAEL • Nov 2003 - Appoint CAEL Advisory and CNA Apprenticeship Committees • Jan 2004 – HCHD/CAEL MOU signed • Feb 2004 – CNA Apprenticeship Standards signed
HCHD/CAEL CNA Apprenticeship Model • Will create a new and innovative approach to addressing the HCHD nursing shortage by training CNAs through the registered apprenticeship model consisting of 2000 hours OJL with competency-based didactic training
HCHD/CAEL CNA Apprenticeship Model • Benefits • Higher standards set for CNA • State requires only 75 didactic and 24 clinical hours for CNA • HCHD will provide 144 didactic hours and 2000 OJL hours of training • Assured Employment

Next Steps • Invited to attend and present apprenticeship at the Statewide Health Workforce Symposium – Presented White paper on Apprenticeship and Healthcare poster - March 2004 • Initiating new pilots with AHEC and associated healthcare facilities • Received invitation to present to Annual SHCC Conference in July 2004 • On going work continues with licensing issues for LVN
