EGM Objective • To identify the key issues, and capacity gaps, in ensuring transparency in land administration in Sub-Saharan Africa
What will this involve? • Identifying a range of issues and priorities for exploring the land-transparency area. • What governance principles can be applied specifically to land? • What do governance terms like transparency, accountability, civic engagement actually mean in the land context? • What is the status/progress of land administration in Sub-Saharan Africa to date? • Do we have good examples where transparency has been handled well and/or is needed in land administration?
What does this mean? 2.Sharing what capacity building efforts already exists in this area, and identifying gaps & possible strategies • What is the ‘state-of-of affairs in Africa? Existing training programmes that support transparency in land administration; strategies needed; and the role of int’l training/capacity building institutions? • What is the ‘state-of-affairs’ in int’l training supply in this area?
What does this mean? • Translating the capacity gaps into skills, knowledge & attitudes required for policy makers working in this field. • Identifying and ranking the most important capacity needs • Deciding whether these can be met through capacity building & how • Starting to identify a curriculum
