  2. Seamless Summer Feeding • What are the options for feeding children in the summer? • Regular Summer Feeding • Extension of the NSLP/SBP Agreement Year • Seamless Summer Feeding

  3. Seamless Summer Feeding • Who can operate a SSO? • Any SFA that has an agreement for NSLP/SBP • Any SFA that feed children in a low income area • Site must be at least 50% F/R • Data from base year is used for Provision 2 SFAs • Any SFA that is “Free” of NSLP/SBP program operating problems

  5. Seamless Summer Feeding • How to apply – • SSO Application is on-line • June 2010 – Application Agreement 2009-2010 • Add operation days to the calendar • July 2010- Application Agreement 2010-11 Add operation days to the calendar

  6. Seamless Summer Feeding • Who can participate and receive a meal? • All children who are 18 years of age and younger or • All children who meet the state agency definition of mentally or physically disabled

  7. Seamless Summer Feeding What Meal Service may I serve for schools? • Two (2) meal periods may be selected and served • Must be meal periods approved during the school year • If breakfast was not served during the school year then breakfast is not allowed for SSO

  8. Seamless Summer Feeding • Meal Period Options • Only 2 types of meals may be served • Select Two: Breakfast, Lunch, Snack PM • Exception to Rule: • Migrants and Summer Camps may serve 3 types of • Select three (3) types of meals of the list above if approved by the SDE

  9. Seamless Summer Feeding May a student receive a second meal for reimbursement? Under SSO, only onemeal per student may be claimed for reimbursement. A second meal may not be counted or claimed

  10. Seamless Summer Feeding Announcing the Program • Public Announcement is required to be posted in a prominent location • Civil Rights statement must be on the announcement

  11. Seamless Summer Feeding Open Site: All students eat without meal charge where the community is 50% or higher meal eligibility open sites required for • Summer Schools • Communities Qualifying for 50% Meal Eligibility

  12. Seamless Summer Feeding Restricted Open Sites Site that meets the open site criteria and are later restricted due to safety, control or security

  13. Seamless Summer Feeding Closed Enrolled Sites May be in any community for an enrolled group of low-income children and meets the 50% criteria explained above: includes: 21ST Century Grants educational programs for low-income children or migrant programs excludes: Summer School

  14. Seamless Summer Feeding Migrant sites serving children through age 18 of migrant families as certified by migrant coordinator can apply for state approval for service of 3 meal types

  15. Seamless Summer Feeding Camps residential or non-residential camps that offer regularly scheduled food service through age 18 who are elibible for free or reduced meal based on income may be reimbursed campers qualifying for paid meals may not be claimed for reimbursement limited to 2 meals per day unless approved by SDE

Seamless Summer Feeding Meal pattern- Traditional Food Based Meal Components Meat/Meat Alternate 2 oz Vegetable/Fruit ¾ cup (total of 2) Breads/Grains 8-10 per wk Milk, 1 % fluid 8 oz All 5 components must be offered Offer vs. Serve – Student must take 3 components for a reimbursable meal to be counted

  27. Seamless Summer Feeding Meal Counting and Claiming • Meals served to children 18 and under • Reimbursable meal must be validated • Meal counts must be taken and plates checked for component compliance

Seamless Summer Feeding Audit Findings from 2009 Auditor to review each year • meal counts taken from the enrollment counts • no evidence of meal counting and claiming method as identified in application agreement • no evidence of USDA/SDE approved alternate meal counting and claiming methods for NSLP, SBP or snack programs

  29. Seamless Summer Feeding • Audit Findings from 2009 • Health inspections (2 per year) • Internal review/monitoring within the first three (3) weeks of operation (SSO Review Form) • Sites closed on day state auditor visits

  37. Seamless Summer Feeding • Deadline to electronically submit 2010-11 application for state agency approval is May 7, 2010
