Texas State Fire Marshal Directive The state Fire Marshal has determined that any natural gas piping system that has not been inspected and tested within the last two years constitutes a dangerous condition. Therefore, pursuant to the authority of Texas Government Code 417.008, we are directing that you take immediate steps to insure that: Texas Department of InsuranceState Fire Marshal’s OfficeAustin, Texas Risk Management User Group

Texas State Fire Marshal Directive • All natural gas piping systems owned, operated and controlled be a State Agency or State Higher Education Campus are designed, constructed, maintained and operated in accordance with the Minimum Safety Standards for Natural Gas, 49 Code of Federal Regulations (CFR) part 192, as required by 16 TAC 7.70. 2. All interior gas piping in structures and buildings are installed, operated, tested, and repaired in accordance with National Fire Protection Association Fuel Gas Code, NFPA 54.   30. Texas State Fire Marshal Directive • A leakage survey (pressure test) is completed on all interior gas piping in all structures and buildings used for sleeping every two years. Testing: A pressure test to determine if the natural gas piping in each facility will hold at least normal operating pressure shall be performed as follows: (A) For systems on which the normal operating pressure is less than 0.5 psig, the test pressure shall be 5 psig and the time interval shall be 30 minutes. (B) For systems on which the normal operating pressure is 0.5 psig or more, the test pressure shall be 1.5 times the normal operating pressure or 5 psig, whichever is greater, and the time interval shall be 30 minutes. (C) A pressure test using normal operating pressure shall be utilized only on systems operating at 5 psig or greater, and the time interval shall be one hour. Risk Management User Group

Texas State Fire Marshal Directive The testing shall be conducted by: • A licensed plumber • A qualified employee or agent of the facility who is regularly employed as or acting as a maintenance person or maintenance engineer • A person exempt from the plumbing license law as provided in Texas Civil Statutes, Article 6243-101, 3 All facilities should take immediate action to insure compliance. All facilities should be in compliance no later than September 1, 2005. Documentation of compliance should be maintained in the facility safety department and be available for inspection by the State Fire Marshal, Railroad Commission, or other State officials.
