  3. Global Strategy • International: Agreement of Cooperation with IPU (1997) • Regional: Cooperation with regional parliamentary associations (APF, CPA, Parlatino, UPA, PACE, AIPO, AIPU) • National: Creation of 32 Parliamentary Friends of UNESCO Leagues

  4. Objectives of Dialogue • Distribution of UNESCO-related information • Global forum of Parliamentarians • Synergy between Parliamentarians and National Commissions

Modalities: Discussion Consultation Cooperation Strategy aiming at: Sensitizing Parliamentarians Associating Parliamentarians to UNESCO’s activities Elaborating joint projects Synergy: Between different stakeholders of civil society Between UNESCO’s field offices, Headquarters, National Commissions and Parliamentarians Partnership Policy 2002-2007

Recent Activities • Conclusion of a cooperation agreement with African Parliamentary Union (APU) • Signing of a letter of intention with the Parliamentary Assembly of Francophonie • Preparatory conference for the constitution of Forum of Parliamentarians for UNESCO • Practical guide UNESCO / IPU concerning the question of Education for All (EFA) • Constitutive Assembly of the Forum of African Parliamentarians for Education (FAPED) • Meeting considering the partnership along with the UN Johannesburg Summit 2002 – the World Summit on Sustainable Development • Organization of the first Interparliamentary Conference on education from the initiative of Parlatino and UNESCO • Letter of intention between UNESCO and the Commission for Education and Culture of the Mexican Senate • Creation of a Commission for future generations within the Knesset (Israeli Parliament) • Meeting concerning “Dialogue between cultures and civilizations” by the Canadian League of Parliamentary Friends for UNESCO • 107th IPU Conference in Marrakech 2002: Resolution ”Ten years after Rio: global degradation of the environment and parliamentary support for the Kyoto Protocol” • Action Plan UNESCO - IPU 2002-2003

National Commissions’ Outreach to Parliamentarians Ways to stimulate multiparty outreach: • Parliamentarians as members of National Commission’s committees • Guests at the National Commission’s General Assembly • Keynote speakers at events e.g. Literacy Day, Women’s Day • Support for special events: UNESCO International Year for Cultural Heritage, Dialogue amongst Civilizations • Presence at UNESCO prize and fellowship ceremonies • Advocacy action by National Commissions’ Presidents • Involvement in media events: TV and radio debates, press interviews

Expected Impact of Action • A more comprehensive and effective in-house approach • Enhanced awareness of UNESCO amongst national lawmakers worldwide • Stronger advocacy by national legislators and parliamentary groups in support of UNESCO • More regular dialogue between parliamentarians and UNESCO • An increase in national legislation related to UNESCO’s priority issues
