  9. BACM-TEAM - Special Delegate ConferenceReport on the Association 2002 Annual Conference The Association needs to update its image to attract new members to join and to take into account the large number of members and potential members who no longer work within the mining industry yet who wish to belong to a stong, vibrant union which is willing to support its requrements and needs. This Conference therefore requests that the organisation undetakes a full review of its aims, services and support mechanism, and reports back fully to Conference on its findings and recommendations in 2003

  10. BACM-TEAM - Special Delegate ConferenceReport on the Association Interim Report - Future of the Association (Financial Aspect) The report set out short-term options for addressing the financial imbalance by reducing the level of expenditure while at the same increasing subscriptions.

  11. BACM-TEAM - Special Delegate ConferenceReport on the Association Interim Report - Future of the Association - Proposed Budgetary changes December 2002

  12. BACM-TEAM - Special Delegate ConferenceReport on the Association Motion 21:Subscriptions increased from 0.5% to 0.6% of salary Motion22:Maximum subscription increased from £250 to £300 Motion 23:The minimum subscription payable by an employed member aged 22 or above to be 2 x that of retired Motion22:Retired Members subscription increased to £25

  13. BACM-TEAM - Special Delegate ConferenceReport on the Association 2003 Annual Conference Composite Motion C: This Conference believes that the information contained in the NEC paper entitled “BACM_TEAM : The Future of the Association” is woefully inadequate to allow a proper assessment of the Association’s financial situation by Regional and branch Committees. It does not fully address the requirements of the 2002 Conference Motions that prompted the review which asked for a review of the Aims, Objectives and Structure of the Association and how these should be modified to meet the future needs of its members. Further work is now needed to show the possible effects of subscription increases, including realistic estimates of wastage of members and a detailed report of how service to members is delivered now and the proposals for future service delivery. Consequently a much more comprehensive and searching review is required. This Conference calls upon the NEC and its National Officers to conduct a thorough review of the Association and should address all matters raised in the 2002 motions. The review should be presented for discussion at a Special Delegate Conference convened for the purpose within six months of the 2003 Annual Conference in late October. At the same time the National Offices undertook to do the necessary work to prepare the presentation for Conference. The process alone concurred with the NEC Recruitment Working Party, set up at the July 2003 NEC.

  14. BACM-TEAM - Special Delegate ConferenceReport on the Association 2003 Annual Conference Motion 18 Association Name Change “Conference notes that the Association’s membership has continued to decline in recent years and believes that one reason why the Association is failing to attract and retain new members is because of the direct link to the coal industry with its name. The NEC is requested to examine the extent to which this may be true and if necessary propose a revised name for the Association which allows it to become more attractive to prospective members not traditionally associated with the deep mined coal industry”

  15. BACM-TEAM - Special Delegate ConferenceReport on the Association 2003 Annual Conference Motion 29 Branch Agents “Scottish Branch asks Conference to agree with very small numbers may be designated as having “Agent” status in place of a Branch Committee”

  23. BACM-TEAM - Special Delegate ConferenceReport on the Association How the Service is Delivered:

  24. BACM-TEAM - Special Delegate ConferenceReport on the Association SUMMARY • Membership and recruitment are likely to remain difficult in the immediate term, but the Association expects to retain sufficient membership to allow it to continue as an independent association. • Despite the recent performance of equities, the Association can continue to rely on it’s investments to guarantee its independence. • In the longer term there are options particularly in relation to property assets that further guarantee the Association’s future.
