  1. World Meteorological OrganizationWorking together in weather, climate and water WMO WMO Information System (WIS) Progress Report Document 3.5 Prof G-R-Hoffmann (Chair Inter-commission Coordination Group on WIS) WMO; Observations and Information Systems Department www.wmo.int/wis

  2. Progress Report on WIS Implementation Based on Figure 1 of Rep 3.51 Documentation WIS Project Plan and supporting technical documentation WIS Manual, Guidelines and best practices Includes Metadata management WIS Part A Ongoing operations and development of the GTS and establishment of WIS Core Network and Area Meteorological Data Communication Networks. WIS Part B Implementation of Global Information Centres (GISCs) Implementation of Data Collection or Production Centres (DCPCs) Capacity Building Coordination with other activities and across RAs & TCs WMO Executive Council LXII - Report on WIS

  3. WIS Documentation • Planning and reference • WIS Project & Implementation Plan and Supporting technical documents have proved effective • Schema for metadata profile version 1.1 of ISO19115 is the basis of initial WIS implementation • WIS search standard (ISO23950) utilizing Search and Retrieval via URL (SRU) described on WIS-Wiki • Including how to use gateways/proxies implemented for non SRU, include CSW • Manual on WIS • Still missing Manual, Guidelines and Best Practices publications for WIS • This area needs major injection of resources if to completed in a timely manner. • WIS designation procedures need to be in Tech Regs WMO Executive Council LXII - Report on WIS

  4. Establishment of the WIS core network IMTN cloud II IMTN cloud I IMTN IMTN WIS core network Migration process forming WIS core network WMO Executive Council LXII - Report on WIS

  5. WIS Network Topology Architecture and flows WMO Executive Council LXII - Report on WIS

  6. Area Meteorological Data Communication Networks (AMDCN) • AMDCNs • Incorporate GTS infrastructure • May involve single, partial or multiple Regional Meteorological Data Communication Networks • Network topology still varies across the globe • AMDCNs don’t automatically fix problems with RMDCNs, but do provide a GISC focal point to address problems. WMO Executive Council LXII - Report on WIS

  7. WIS Centres • 15 Candidate GISCs • 11 under review by ET-GDDP • 100 + candidate DCPCs • 36 under review by ET-GDDP • DWD GISC launched May 2010 • Important to note • DCPCs and NCs are classifications of centres, not new centres. • International vs National • Assessment is on WIS not Core functions • GISCs are new functions WMO Executive Council LXII - Report on WIS

  8. GISC Candidates (15) VGISC X X X X X X X X X X X X X X X WMO Executive Council LXII - Report on WIS

  9. Capacity Building • Secretariat utilising WIS Trust Fund and temporary staff to provide WIS Jump Start • Several Members have taken advantage. • Successful workshop on “implementation of WIS in Asia” hosted by JMA. • Typical of role expected of GISC • Need to develop training programmes etc. • Hard work still ahead but resources have waned. • Thank those Members who have contributed but need contributions to WIS trust fund and secondments, JPOs, etc. WMO Executive Council LXII - Report on WIS

  10. Coordination • IGDDS now an integral part of WIS • WIGOS development has WIS as its second layer of integration. • WIS is an exemplar component of GEOSS. • More work needs to be done on coordination with RAs and TCs • Especially in coordination of user requirements and revision of Tech Regs • There remains a significant role for the ICG-WIS WMO Executive Council LXII - Report on WIS

  11. Highlights Documentation - Some issues to address WIS Project Plan and supporting technical documentation Done and on track Manuals, guidelines and best practices Major effort/resources needed WIS Part A – Going Strong WIS Core Network in place and AMDCNs progressing but note wide range of technical capability persists across regions. WIS Part B - Some issues to address Implementation of GISCs and DCPCs First GISC done. Late starting but on track for Cg XVI WIS Centre Identification process. On track Need Cg XVI to endorse designation procedures. WMO Executive Council LXII - Report on WIS

  12. Highlights Capacity building – Major effort/resources needed Encourage participants to visit demonstration process and side meeting Need to increased Members understanding of WIS and assist them in implementing and benefiting from WIS Coordination with other activities – Going strong Summary WIS is now being implemented. Need to ensure all on board over next four years Additional resources needed during this critical period Still need Inter-commission Coordination Group WMO Executive Council LXII - Report on WIS
