IC EVM Council Background • Identified need for Intelligence Community (IC) forum to collaborate and share information • Briefed the IC Acquisition Council (ICAC) • Briefed member agencies’ EVM application (Jan 04) • Established working group to evaluate need for IC EVM Council (EVMC) • Members: CIA, DIA, NGA, NRO, NSA and IC SAE • Drafted and coordinated EVMC charter • Agreed upon and signed (Aug 04) • Initiated action plan for next steps

IC EVM Council Functions • Serve as focal point for EVM within the IC on EVM approach, policy, and guidelines • Advocates EVM to IC Industry partners • Discuss Government and Industry EVM concerns • Jointly monitor contractors’ EVM systems implementations on IC contracts • Share status concerning contractors’ EVM systems • Communicate approval and termination of acceptance of contractors’ EVM systems
IC EVM Council Functions, cont’d… • Share best practices and refine benchmarking and metrics • Share information on tools, lessons learned, reviews and reporting • Collaborate on guidelines for process reviews and approving contractors’ EVM systems including certification and continued acceptance • Provide input to the acquisition workforce working group regarding EVM training requirements
Near Term Steps • Communicate EVMC approach to stakeholders and Industry partners • Coordinate advance agreements for joint surveillance • Exchange guidelines and process
