UNDP Armenia “Strengthening Awareness and Response in Exposure of Corruption in Armenia” Annual Work Plan Principle of the APMM Structure for Health and Education Sectors • Three-tier system of corruption problems in healthcare and education sectors: • systemic roots, • risk-related causes, • consequences expressed in specific manifestations. • In the three-tier system, systemic issues of education and healthcare sectors were classified in four interrelated and inter-complementary frameworks: • quality and accessibility of services, • finances and shadow monetary circulation, • rights and legality, • administration and functions.

UNDP Armenia “Strengthening Awareness and Response in Exposure of Corruption in Armenia” Annual Work Plan APMM Structure • Monitoring Framework: • Quality and accessibility of services (quality of medical treatment in hospitals, quality of education at schools) • Finances and shadow monetary circulation (collection of some amounts from parents at schools, spending of those amounts, unofficial payments at hospitals) • Rights and legality (registration of facilities and their use or sale, both at schools and hospitals) • Administration and functions (recruitment of staff in health and education institutions, staff job descriptions at health and education establishments)
