Namibia arid - water is a key resource NRA from 1994 Accounts developed 1993 and 1996 - MET Accounts upgraded by DWA, 2000 - present Background
Sources of water Groundwater Perennial surface water Ephemeral surface water in dams Recycled water Seawater Desalination Institutional suppliers Namwater Municipal authorities, regional, town and village councils Rural communities, e.g. water point committees, Self-providers Setting
Framework • Early accounts 20, new accounts 43 end users • nine primary, 15 secondary, 15 tertiary, four public sector industries • Early accounts compressed supply and use • one table for abstractors and end users • New accounts expanded to all institutions • Supply, use, and wastewater accounts, including abstractions, transfers and end uses, picking up losses, subsidies, efficiencies etc.
Methodological Issues • No comprehensive data source - many used • Water use administrative records - Namwater, most bigger municipalities • Other indirect sources - DWA data on runoff, groundwater, boreholes, abstraction, costs • Census, irrigation, mining data, etc. etc. • Data problems • Irrigation, mining, self suppliers and some municipalities • Supply charges, user payments, subsidies
