In academic year 2009/10 MTL is available to: • All NQTs appointed in North West • In the other 8 regions it is available to NQTs appointed to National Challenge and other challenging schools • National Challenge schools www.dcsf.gov.uk/nationalchallenge • Other challenging schools www.tda.gov.uk/challenge
MTL in the North West – Why are we first? • The North West region is a major recruiter of NQTs with approximately 2400 NQTs each year • We have a range of existing Initial Teacher Training (ITT) and Postgraduate Professional Development (PPD) provision, and a wide range of school contexts • The North West has one of the highest proportions of NQTs recruited to National Challenge Schools compared with the other government office regions (GORs) • The North West incorporates the Greater Manchester City Challenge which aims to support those schools facing the most challenging contexts
What is different about the MTL? • It is a M-level qualification for teachers • It is fully funded and mainly classroom based • In three phases over three years (not necessarily one year per phase) • The only masters programme that combines all of these elements • focus on children and young people • based in school • a trained school based coach • personalised flexible programme • alignment with induction • HEI and school collaboration
Masters in Teaching and Learning Timeline 2009/10 Summer term 2009 Autumn Term 2009 This term it is important that we ensure that every NQT gets the opportunity to learn about the MTL Spring Term 2010 HEIs will enrol NQTs onto the MTL Summer term 2010 The very first MTL commences Around 6,700 people have expressed an interest in MTL on the TDA website. Around 2,000 of these are trainees eligible to start this year and have expressed an interest in enrolling on the MTL programme NQTs take up a post in a MTL eligible school + Sign up to the TDA MTL website NQTs enrol on the MTL programme NQTs will also simultaneously be doing Induction and Phase 1 of the MTL is a build on the induction year
The MTL design Phase 1 Phase 2 Phase 3 Developing Broadening and embedding Deepening Core provision, based on an initial diagnosis, focuses on developing skills of enquiry and use of evidence, and on an induction to professional practice in the school context Specialist programme provides learning opportunities to deepen professional knowledge and understanding, strengthen skills in specialist areas, and provide a pathway through to the next stage of professional development Core provision for all participants, covers four areas of content, to broaden and embed the participant’s professional knowledge, skills and understanding within their own context 40 credits 80 credits 60 credits
A three phase programme: Phase 2 Content area 1 • teaching and learning, inc. personalised learning • assessment for learning Content area 2 • subject knowledge for teaching • curriculum and curriculum development Content area 3 • how children and young people develop, • inc. behaviour management and inclusion Content area 4 • leadership and management • working with others, in and beyond the classroom Phase 2 Phase 2 Broadening and embedding Core provision for all participants, covers four areas of content, to broaden and embed the participant’s professional knowledge, skills and understanding within their own context A total of 80 credits will be awarded
The school – based MTL coach • The role of the school based coach is fundamental to the success of the MTL • It is anticipated that Phase 1 MTL coach will be the induction tutor but it is the school’s decision who has the ideal skill set for this role • Training for the coaches is being designed by the HEIs in consultation with the TDA and LAs and Phase I coaches will receive this training in the spring term • The HEI tutor(s) will work with the school to agree the most effective way of supporting the MTL student • In many cases the Phase 1 MTL coach will continue to be the Phase 2 and 3 coach, but this will be the decision of the coach and school. Guidance on the options available will be published soon
The role of the HEI You will register for your MTL award with one of the HEIs in the NWMTL Federation The HEI will provide academic quality assurance of your Masters award The HEI will provide you with a designated tutor The tutor will work with you and your coach to: Support your school-based professional learning Help you to access research and wider perspectives – regional, national and international – on your work Ensure that you are producing appropriate evidence of your learning and practice at Masters level Provide assessment at Masters level
The benefits to your schools • A strong contribution to increased standards • Effective, structured, professional development for teachers over three years • Teachers who become MTL coaches will have the opportunity gain coaching accreditation • MTL coaches will be able to share their expertise and support new entrants to the teaching profession • Expert input from an HEI tutor • Funding to support the school’s part in delivering the Masters in Teaching and Learning
MTL funding for schools Schools will receive their MTL funding from the HEI • For each student who commences the course in 2009/10 academic year the school will receive £6806 split into 3 phases • Phase 1 - £1032 • Phase 2 - £3300 • Phase 3 - £2474 School funding will provide for release time for NQTs and school based coaches 60% of the DCSF funding for each NQT is going to the school Funding will also be provided to the school to cover the attendance of the school based coaches at their training
