5.2.3. Comparison of FADN and EAA data (doc ASA/AAP/115) Comparison of EAA and FADN data
Background • The EAA and the FADN follow to a large extend the same agro-monetary reality on the ground – despite different purposes and concepts • Rougly speaking - EAA shows economic results for the «National Farm », while FADN shows economic results for the average national farm – over a threshold • Similarity of results in the two agro monetary statistics may be expected – having the different concepts in mind • FADN statistics is to some extend used in the calculation of some EAA-items Comparison of EAA and FADN data
The working party 2008 • Eurostat presented figures from the two statistics on selected items and highlighted big differences. • Member States showing big differences were asked to investigate if the differences could be explained by threshold, restrains in selection or by other reasons Comparison of EAA and FADN data
Reply from the Member States • The answers show different level of relevance in the Member States on such comparisons(coverage of FADN, structure of the agriculture) • Several big differences were explained by threshold or problems for selecting a representative sample. • Different interpretation of definitions in the two statistics seem to occur (in example on maintenance) • Figures can not be compared while large part of production is not in the hand of « farmers » • Few indications of need to improve the EAA-compilation Comparison of EAA and FADN data
Comparison of main indicators • The EAA: Factor Income per labour input in AWU • The FADN: Farm Net Value Added per labour input in AWU • Indicators are not fully comparable in definition • The FADN cover in average larger (and more efficient) farms than the EAA • The income per labour input is, therefore, expected to be higher in the FADN than in EAA Comparison of EAA and FADN data
Comparison of the level of indicators Comparison of EAA and FADN data
Comparison of the direction of annual change • The direction of the annual change could be compared in 89 cases from 2003 to 2007 • 70 out the cases show same direction • 19 out the cases show different direction Comparison of EAA and FADN data
Further actions • The MS are • invited to study further the comparisons of the main indicators • invited to study the annexed report • are asked to be aware of the FADN as a source for assessment of the quality of the EAA and as a possible data source as well • The Commission will be aware of possibilities for improving the comparibility of the two agro-monetary statistics – within the limitations of the different purposes and concepts Comparison of EAA and FADN data
Questions to the working party • Does the delegates have any comments? Comparison of EAA and FADN data
