Requirements for Monitoring Plan Submittals • 45 days prior to commencement of initial certification testing • Whenever monitoring plan information is updated • System changes (e.g., equipment, span or range changes) • Certification/recertification applications (45 days after completion tests) • Quarterly Electronic Data Report (EDR)

Monitoring Plan Submittals • Initial Monitoring Plan (75.53, 75.62, 75.73) • Hardcopy (75.53(e)(1) and (f)) - to Regions & States • Electronic - (75.53(e)(2) and (f)) - to CAMD • Monitoring Plan Revisions • Hardcopy (to Regions & States) • Electronic (to CAMD)

Electronic Monitoring Plan Record Types Required • Record type 100 - facility information • Record types 500’s - complete monitoring plan information • Record types 900’s - Authorized Account Representative’s signature

Electronic Monitor Plan Submittal Process • In the EDR • Outside of the EDR • Send to: mp-reg1@epa.gov, mp-reg2@epa.gov, …, mp-reg10@epa.gov • CAMD sends feedback on your electronic submittal

Elements of Certification Submittals • Certification applications • Application forms • Complete electronic monitoring plan • Hardcopy monitoring plan (only if it has changed) • Electronic test results • Hardcopy test results

Certification Application • Electronic portion includes (§ 75.63(b)(1)): • A complete up-to-date version of the electronic portion of the monitoring plan (record types 500s) • The results of the tests required by § 75.20: • Test type and date; • Information required by § 75.59; and • Results of any failed tests that affect data validation

Certification Application (cont.) • Hardcopy portion includes (§ 75.63(b)(2)): • Any changed portions of the hardcopy monitoring plan information • The results of the test(s) required by § 75.20: • Test type and date; • Information required by § 75.59(a)(9); and • Results of any failed tests that affect data validation

Certification Application (cont.) • Hardcopy portion includes (§ 75.63(b)(2)): • Certification application form 7610-14 • Authorized Account Representative’s signature

Appendix E Application • Certification application form 7610-14 • Complete monitoring plan • Flowmeter certification documentation (§ 75.20(g)) • Data Acquisition & Handling System (DAHS) verification • Authorized Account Representative’s signature

LME Application • Complete electronic monitoring plan • Demonstration data documenting that the unit qualifies as a Low Mass Emissions (LME) unit (§ 75.19(a)(2)(i)) • Authorized Account Representative’s signature

Certification • CAMD sends feedback on your electronic submittal • State agency approves your certification application • No later than 120 days after receipt of completed certification application package

Timelines for Certification Submittals • Certification test notification (> 45 days prior to the first certification test) • Certification application ( 45 days after completion of tests) • Also submit electronic certification test results in the appropriate EDR

Certification Record Types Required • Record types 100, 500’s, 600’s, 900’s • Include complete 500’s records • Record types 600’s • Certification test data
