OE Purpose OE represents the essential leadership curriculum component developing the KSAs for any member desiring to fill leadership or staff roles in this premier organization.
What does this mean? The OE program is designed to be a pathway towards grooming the leadership and enhancing the staff development skill sets which members bring to Civil Air Patrol through their personal, professional, and existing CAP experiences. Rather than replacing professional development, it uses CAP’s PD program as a starting point from which to strengthen the necessary skill sets for members wishing to move into leadership, policy-making/shaping, or committee roles.
OE: The Concept • 4 Levels • Technician – development at squadron and group level • Senior – development at the wing level • Master – development at region level • Executive – National leadership and committee staff
OE Structure • OE Program Manager • Not the director of PD, but can be the same person • OE Committee • Implements the OE program and ensures student development • Reviews applications for award of ratings and Form 40 evaluations; reviews mentor applications and ensures mentor quality… recommends action to the wing/region commander who awards ratings for Tech and Senior (wing), or Master (region)
