  2. NHSLC Mission For the benefit of the citizens of New Hampshire, the New Hampshire State Liquor Commission (NHSLC) will optimize profitability by serving customers well and maintain proper controls over the sale, distribution and use of alcoholic beverages. NHSLC

NHSLC Structure • Marketing & Sales Bureau • Marketing directs all aspects of the commission's marketing, merchandising, purchasing, store operations, warehousing and transportation, as well as wholesale and direct delivery programs • Manages the 75 New Hampshire Liquor & Wine Outlet stores • Daily interface with 1700 on-premise licensees and 1400 off-premise licensees • Enforcement & Licensing Bureau • Enforce the laws of the State of New Hampshire in a fair and uniform manner • Work towards the elimination of underage drinking thereby reducing the problems associated with underage consumption • Reduce the incidents of over consumption of alcohol and thereby reducing the incidents of drinking and driving • Provide the citizens of our state with prompt and courteous service NHSLC

NHSLC Structure • Administrative Services Bureau • Responsible for all general administrative support operations to the Liquor Commission • Responsible for all finance and accounting-related services, credit management, grants management, and financial reporting • Responsible for handling of all personnel related matters to include recruitment, hiring, employee relations, benefits administration, union relations, worker safety, loss prevention and training • Responsible for all automated computer system activity at the NHSLC. Anticipate and plan for system enhancements, install and maintain systems, and oversee their operation at the main office and 75 retail liquor stores. IT interfaces with liquor vendors, warehouses, licensees, banks and other business partners and is responsible for ensuring the accuracy of data, maintaining accurate records and for recovery in error situations NHSLC

Strategic Business Issues • Marketing & Sales: • Electronic filling of supplier price offers • Reduce cost and waste of preprinted retail collateral • Outdated POS system hardware in retail stores • Improve information flow of vendor advance shipping notifications • Reduce checkout line wait during peak sales periods • Enhance in-store electronic marketing capabilities • Expand ability to offer extensive stored value card programs • Improve and increase training of store personnel • Public and staff safety via observation • Reduce shrinkage in retail stores via observation • Eliminate need for clerk to leave their registers to process lottery ticket requests NHSLC

Strategic Business Issues • Enforcement & Licensing: • Remote access for field personnel to move license and arrest data to HQ • Need to extract arrest information for NNEPAC • Space for paper storage of license information is limited. • Retrieval of a licensee’s paper file is time consuming and error prone • Want to issue new liquor licenses in the field • Administrative Services: • Space for paper storage of financial and other archived information is limited • Retrieval of a paper files is time consuming • Too much time spent on phone with licensees regarding their accounts • Difficulty in providing training to decentralized locations NHSLC

Summary of System Overview • LIDS – Liquor Inventory and Distribution • Tracks all product through the Liquor Commission from purchasing to sale. • WIMS – Warehouse Inventory Management • Maintain inventory, billing and order processing • ACR2000 – Point of Sale • POS system used at the stores for cash register functionality • License2000 - Licensing • Licensing system for all liquor licenses. This is shared other agencies and managed by OIT’s WSD • Masterpiece – Financial Management • GL, AR, AP and FA • PMS – Police Management System • Arrest and violation tracking and reporting NHSLC
