  3. Testing Window G.S 115C-174.12(a) reads as rewritten: All annual assessments of student achievement adopted by the State Board of Education pursuant to G.S. 115C-174.11(c)(1) and (3) and all final exams for courses shall be administered within the final 10 instructional days of the school year for year-long courses and within the final five instructional days of the semester for semester courses. Exceptions shall be permitted to accommodate a student's individualized education program and section 504 (29 U.S.C. § 794) plans and for the administration of final exams for courses with national or international curricula required to be held at designated times.

  4. Testing Window Last 5 days of the course 4x4/semester • Biology, English II, and Math I EOCs • NCEXTEND2 Biology, English II, and Math I EOCs Last 10 days of the school year • NCEXTEND2 Biology, English II, and Math I EOCs • Biology, English II, and Math I EOCs • EOG English Language Arts/Reading, Math, Science • NCEXTEND2 English Language Arts/Reading, Math, Science • NCEXTEND1 Grades 3–8 and 10

  5. Makeup Tests Effective 2013-14: Makeup window is no longer 10 working days from the date of the test administration. NEW POLICY: The LEA test coordinator will specify how makeup tests are to be handled at the school and will schedule dates and times for completing makeup tests in each school.

  6. NCEXTEND2 Misadministrations No more 5 consecutive day wait. NEW POLICY: The LEA test coordinator will specify how misadministrations for NCEXTEND2are to be handled at the school and will schedule dates and times for completing the tests in each school.

  7. Proctors Testing Code of Ethics (GCS-A-010): • The principal identifies and trains proctors for test administrations (g)(3)(c) • The school test coordinator shall ensure trained proctors are assigned to test administrations by the principal (h)(2)(c) • Proctors shall serve as additional monitors to help the test administrator assure that testing occurs fairly (h)(4)

  8. Roving Proctor Option This option may be used when all possibilities have been exhausted for securing proctors for the scheduled test administrations.

  9. Conditions Get Approval: • The school test coordinator must send a written request (e-mail) to the LEA TC. • If approved by the LEA TC, the LEA TC must forward the written request to the RAC. • The RAC will review the request and provide an e-mail approval or denial response to the LEA TC.

  10. Conditions Test Administrators: • Cannot be the teacher of the group/class tested • Cannot be the teacher of the subject matter being tested Class Size: • Cannot be more than 30 students in the testing class or group. Over 30 students requires a proctor.

  11. Conditions Roving Proctors: • Must be trained before each test administration • Must be responsible for no more than 3 classrooms that are centrally located • Students must be informed before the day of the test administration that a roving proctor will be coming in and out of the classroom to monitor their test administration • Must consider the test groups to be monitored (e.g., easily distracted) • The LEA test coordinator will specify the logistics for roving: • Room assignments • Time spent monitoring in each testing room • Open/closed testing room doors

  12. 2013-14 “Other” New Policy • Holding room required for students who need maximum time • Can either move students who have completed the test to another room or move students who need maximum time to another room • Students in different grade levels or in a different subject/course may be combined for maximum time, but schools must ensure that students do not feel so uncomfortable with mixed grade/subject/course grouping that it affects their test performance • Students are allowed to bring a novel or other nontextbook to read after the test administration • For EOCs and EOGs, allowed to administer 2 tests in one day • Students must be allowed to eat lunch and travel home at their regularly scheduled time.
