What is AHL? • Each AHL booklet has a list of • Allbuildings • All Census Houses • All Households • List is for entire EB • Information is copied from the HL Schedules • House-listing and Housing Census Schedule has a list of • All buildings • All Census Houses • All Households • List is for entire HLB • AHL booklet provides basic frame for carrying out Population Enumeration • Information pertains to time of HLO • The basic frame is to be updated during Population Enumeration • Addition/ deletion of Buildings, Census Houses and Households • Noting change in existing Buildings, Census Houses and Households • Addition of Houseless population found inside the EB • AHL will not be prepared for Special Charges

Description of the AHL • Section 1: (Front Cover) : Location codes • Other ID required to establish link between HLB (prepared during HLO) and EB (delineated for Population Enumeration) • Section 2: For census houses and households listed during the HLO • To be copied from Houselisting Schedules while delineating EBs just after HLO • Enumerator updates Section 2 during PE (9th -28th Feb 2011)

  12. AHL: Timings • After HLO (refer Circular 21): • Section 1 and Section 2 (copy using HL Schedules) • During Population Enumeration: • Updating Section 2 • Filling up Section 3 and Section 4 • After Population Enumeration but before submitting materials: • Section 5 and Section 6

  18. AHL: Section 2 • Column 8: Serial number of household • May be different from Column 6 • Will be continuous for entire AHL, including institutional households

  19. AHL: Section 2 • Column 8: Already filled with fresh serial number starting from 1 • Serial Number is deleted if household has moved out and the place is • Vacant • House demolished • House has become non-residential

  20. Updating AHL • Enumerator gets AHL with filled-in Columns 1 to 8 of Section 2 • It contains list of all buildings, Census houses and households existing in the EB during house-listing phase (HLO) • List is to be updated during population enumeration (PE)

  21. Updating AHL contd…. • Section 2 and Section 3 • For up-to-date list of building, census house and households residing in Census houses • All buildings and Census houses are to be listed irrespective of its use • All new non-residential buildings/ census houses are to be listed in Section 3

  22. Updating AHL contd…. • If a row in Section 2 is deleted, do not change any subsequent entry (building number, census house number, household number, serial number of household)

Updating AHL contd…. • Reasons for Change (refer to Paragraph 5.5): • Household moved out after HLO, the census house is vacant • Building / census house listed during HLO no longer exists • Household moved out after HLO, new household has moved in its place • Use of Census house has changed (vacant to residence, residence to residence-cum-shop, residential to non-residential, etc.)

Updating AHL contd…. • Reasons for Change (refer to Paragraph 5.5)... • Head of household has changed • New household moved in a vacant house • New building has come up after HLO • New census house has come up after HLO in an existing building • New household has moved in or split in an already occupied residential census house

  25. Updating AHL contd…. Action: Delete relevant entries in Section 2, including serial no of household, no entry needed in Section 3 • Situation: • Household moved out after HLO, the census house is vacant • Building / census house listed during HLO no longer exists

  26. Updating AHL contd…. Action: Modify relevant entries in Section 2, no entry in Section 3 Situation: Household moved out after HLO, new household has moved in its place (note that the census house exists as it is)

AHL: Section 4 (Identification of places where houseless population was found staying during population enumeration): • Record places within the EB where houseless population (including nomadic persons living in the open) resides from day 1 of PE • Record name of Head of household and approx no. of persons of that household • This will help to ascertain approximate workload on 28th night

  36. AHL: Section 4 contd… • Col 6 of Section 4 (serial number of household): • Will be in continuation to last serial number in Section 3 • Will be assigned if the household is found on 28th night (if ‘Yes’ in Col 5) • Recording information in Household Schedule: On 28th night

  37. AHL: Section 5 (Summary of EB after population enumeration): • Population of the EB: Copy from enumerator’s abstract • Number of occupied residential houses: • Count census houses from Column 4 of Sections 2 and 3 • Check for use in Column 5 (full/ part residential) • Avoid duplication

AHL: Section 5 contd… • Total number of households: • Equal or less than the maximum Serial number of household (see last row of Column 6, Section 4) • Less only if a few rows with households have been deleted while updating Section 2 • Equal or more than B (number of occupied residential houses)
