  5. Goals of LCVA 1909 • To form a centre of vol/stat communication • To make all help given as effective as possible • To prevent overlapping and imposition • To consider matters of common interest • To take such action as may be decided upon

Purposes of LCVA (1911) • That this service should be efficiently and wisely directed towards large ends • That voluntary charities should maintain their proper sphere, and that for three reasons: expense, flexibility, and ‘voluntary kindness is beneficial to him that gives and to him that takes’ • That it should be related to the action of the local public bodies. To an increasing extent social action is taking the form of schemes which embody both elements
