  1. July 07 Flooding Overview • Normal day RBFRS control receive average of 25 calls • 20th July 07 RBFRS received over 4000 calls. • RBFRS attended 835 incidents • 1st call in Windsor 0740 last call 2330hrs Newbury • Rescued over 150 people • Every fire appliance used (24) and 32 officers used.

July 07 Flooding Overview • Flooding started in Windsor 0740hrs > Maidenhead 0900hrs > Bracknell 1100hrs > West Reading / West Berkshire 1200hrs > Remainder of West Berkshire 1300hrs. • Stopped raining by 1730hrs. • Particularly bad was Thatcham area • Roads affected M4 and A4 meaning mobilising problematic.

July 07 Flooding Overview RBFRS Response • All 24 fire appliance used as well as 4 Hampshire FRS • Fire Boat and Specialist crews from Caversham Road used • Officers recalled • Control staff recalled • RBFRS Operations Support Room activated • RBRS Strategic Control Centre activated • Police Silver set up in Windsor, Reading and Newbury • Police Gold set up in Kidlington

July 07 Flooding Overview Issues Identified on 20th July • Control staff received abusive and threatening calls • Improved Links with Met Office and Environment Agency • Numbers of calls against resources - Public Expectations • RBFRS specialist equipment to be reviewed • Investment in training of our crews by Fire Authority paid off • Only 1 accident recorded • Emergency Planning links with Unitary Authorities and other Blue Light Services Excellent • More cross service exercising required. Need to get Local Resilience Forum (LRF) to take ownership and drive • In response RBFRS has set up a Water Safety Working Group.

July 07 Flooding Overview Following 10 days Nationally • RBFRS High Volume Pump was mobilised to Gloucestershire twice & South Yorkshire • RBFRS specialist appliance (L6P) and crew mobilised to Gloucestershire and Oxfordshire • Deputy Chief Officer Olaf Baars assisted Gloucestershire as Gold Officer. • Merseyside and Lincolnshire FRS boats were mobilised into RBFRS for Thames flooding risk

July 07 Flooding Overview The future • Nationally 3 main reports on flooding Pitt Review interim report makes wide reaching recommendations • RBFRS attended 6 Silver & Gold debriefs • RBFRS attended and gave presentation to West Berkshire overview and Scrutiny Commission • CLG and CFOA working towards national issues, Equipment, training and procedures • RBFRS addressing internal issues by Water Safety Working Group • RBFRS working with Thames Valley FRS to address TV wide issues

July 07 Flooding Overview Summary • RBFRS was fully stretched for 16 hours • Maintained strategic fire cover and indeed attended 20 other calls including an RTC involving a fatality • Preplanning and working with Emergency Planning Officers from both unitary and other emergency services paid off • RBFRS Training and equipment excellent investment • RBFRS addressing lessons identified
