WISE roadmap: Workforcefor the Italian Sustainable Energy roadmap • Analysis of national the status quo, with the aim to quantify supply and demand in the building sector and identify specific skills shortages by craft occupation; • partners and stakeholders commitment to the development of a new culture for nearly impact zero buildings; • capitalization of existing best practices at regional, national and European level for a long lasting effect; • harmonization of existing certification/qualification schema and align them with the European Qualification Framework;

WISE roadmap: Workforcefor the Italian Sustainable Energy roadmap • The identification of the knowledge, skill and competences of each workers category necessary to improve the energy efficiency of buildings. For each category five aspects will be considered: • legal; • institutional; • technical; • economical; • communication;

WISE roadmap: Workforcefor the Italian Sustainable Energy roadmap • communication and awareness campaign addressed to five different targets: • decision makers who have to provide the economical and legal tools to develop the building craftsmen certification schema; • designers who have to learn how to use new technologies and recruit skilled craftsman; • craftsmen and installers who have to be trained to use innovative energy efficiency solutions; • enterprises which need to invest in their own human resources with long life learning activities; • end users who need to trust into the new technologies and decide to invest in energy efficiency of their own buildings.

WISE roadmap: Workforcefor the Italian Sustainable Energy roadmap • A national roadmap, defining all the legal entities to be involved in order to have a unified Italian certification/qualification schema aligned with the European rules and containing all the instruments (financial, administrative, communicative, technical) to make the qualification attractive

Every stakeholder will have a different role • The producers should use only certified/qualified installers • Installers associations should foresee a register for certified/qualified professionals • The designers should employ only certified/qualified installers • The legislators should foresee incentives only if the installations are made by certified/qualified installers.
