Governance and Anticorruption Action Plan At country and sector level Conduct Risk Assessment (RA) and Risk Management Plan (RMP), focusing on three areas of * Public financial management (PFM) * Public procurement system * Integrity system/Anti-corruption oversight Considers lending program based on the risks identified Establishes in consultation with DMCs mutually acceptable performance criteria for improving country PFM, procurement and integrity systems

  3. Governance and Anticorruption Action Plan At project level Project concept paper provides preliminary risk assessment based on country and sector RAs and RMPs. ADB considers project design parameters that could mitigate and manage these risks. ADB conducts procurement capacity assessment to identify capacity development requirements. Project administration requirements (procurement plan and oversight levels) are determined based on risk assessment and procurement capacity assessment.

ADB’s Lending for CA Countries and Major Challenges in Procurement Total loan and grant approvals vs total contract awards: 2004 US$1.08 billion – US$163.79 million 2005 US$1.05 billion – US$106.71 million 2006 US$1.90 billion – US$126.55 million 2007 US$2.70 billion – US$177.84 million 2008 US$2.04 billion – US$319.81 million

ADB’s Lending for CA Countries and Major Challenges in Procurement Major Challenges Government strong commitment required for enforcement of the procurement laws Law implementation rules and guidelines unavailable Central Procurement Agency’s role and function unclear Contract registration and price verification procedures cause delay in contract awards High turn-over of PIU staff and PIU staff unfamiliarity with ADB’s procurement and consulting guidelines

ADB’s Support for Procurement Capacity Development Through Technical Assistance Program Strengthen the country legal and regulatory framework and implementation of procurement laws Establish the network of Central Government Procurement Agencies Provide training to EA personnel to be familiar with ADB’s guidelines and procedures Promote the development of consulting industry Develop standard NCB documents for CA countries
