Design Group ideas worked up to “rich picture” shared at the last meeting Review of RIEP Portal Providers investigated further Due North currently manage 4 RIEP’s and 175 LA via collaborative Portals With Board approval we have met with DN to progress thinking DN willing to expand on current LTP to build Procurement Portal Progress Update

Registration Restricted Database Supplier Database Portal Access eTendering Login Ops Database Create Opportunity Search/Create Contracts Login Collaboration Tools CRS Database Guidance Supplier Management eLearning Tools External Links Document Repository Buyer Journey Borough eTendering systems that are not integrated will require additional registration and replica opportunities Alerts Borough of supplier expressions of interest (auto populating the eTendering system) – for non integrated eTendering systems, a .CSV file can be created Additional checks to be made to confirm the buyer’s application Where eTendering system is integrated, opportunities are raised within the system and ‘pushed’ into the opportunities database Where eTendering system is not integrated, opportunities are raised directly into the opportunities database Buyer needs to login to access restricted functionality Tender development and management process managed through Borough eTendering system Auto alerts sent to suppliers that meet opportunity criteria Optional Modules could include OJEU Notice posting and eAuction Buyer accesses portal at registered URL Links to the external restricted access version of CRS requires alternative login Message boards, shared calendars etc. Configurable through content management Access links to London Borough Procurement pages and information Tools available on subjects such as; Competitive dialogue, Benchmarking, Developing frameworks, Contract management, Stakeholder management, EPPM and H&S User guidance provided on portal ‘How To’ Can record and access additional supplier data such as carbon footprint, business/finance checks, supplier classification Provides access to best deals, frameworks, Contracts, Notices and Specifications Guidance on/access to: . Procurement toolkit . Process flow charts . Ethical procurement . Procurement legal library/cases . Templates . Adverts . Letters to Tenderers CompeteFor can be used to advertise opportunities (replicated in the ops database) and shortlist through a questionnaire Standardised PQQs, evaluation tool matrix and T&Cs Routes to CIPS accreditation

Suggested Functionality • ProNotice - An effortless online notification solution that simplifies the process of creating an opportunity notice and provides your potential suppliers with an auto-alert once your notice is published. • ProQuest - A dynamic, online application which may be used to define any type of supplier questionnaire including the most probable types, Pre-Qualification Questionnaires (PQQs) and Invitations to Tender (ITTs) in a secure environment saving time and increasing efficiency. • ProEvaluate – An advanced evaluation tool to control and monitor the evaluation process with the ability to independently score multiple sections simultaneously and aggregate to a single mean score.

Phase 1 (Complete 2 weeks after the receipt of PO) Portal Build Capital Ambitions look and feel (entry point for both Buyers and Suppliers), full rollout of Opportunity Notice functionality across the remaining 23 LB Councils. Links to other websites and implementation of news facility. Phase 2 (Completed 4-6 weeks after the receipt of PO) Build and implementation of Shared Calendar, Message/Discussion Board, Document Repository, Pro Subcontract and optional Online PQQ/Evaluation.
