  2. Latrobe Community Health Service covers from Phillip Island to the New South Wales border! ACAS staff are located at 5 of the 9 sites with an outpost office in Cowes on Phillip Island.

Since 1993 the authority to approve funding for care has rested with certain members of ACAT’s (delegates) under section 96-2 of the Aged Care Act 1997. • The ACAT delegate is responsible for ensuring the quality of the assessment, documentation and resultant approval is acting on behalf of the Secretary of the Department of Health and Ageing and must exercise their responsibility fully and appropriately. • ACAT delegate justifies the levels of care being approved through scrutiny of the documentation. • Approval takes effect day of ‘signing’ by delegate.   5. Gippsland ACAS Delegation How we used to do it Face to face was the only option. This meant that delegation mostly occurred between sub regional team members on site.

  6. Introduction of e-ACCR The implementation of the electronic ACCR was a graduated process across Victoria with Gippsland going live on March 10 2009. Suddenly we no longer needed to be eye to eye to undertake delegation.

  7. Business Review Process Gippsland was one of 3 Victorian ACAS’ with longer than ideal waiting times especially for clients in community settings. Communio were engaged by DHS and began their investigation on 2 February 2009.
