  2. National Laws and Policies related to WatSan National Water Supply and Sanitation Policy, adopted in 2003 National Water Quality Standards, in 2004 Law on Water Supply Regulation, drafted Law onWater Resource Management, drafted Law on Environmental Protection, 2004 etc.

  3. National Water Supply and Sanitation Policy, Feb. 2003 • Appropriate Technology • Meet the Demand, incl. the Poor • Full Cost Recovery • Decentralization and Autonomy • Encourage Private Participations • Regulator

Actuality • Slow Expansion of Service (NMDG 2015: Urban and Rural Water Supply 80% and 50%) • Serve the Poor, mostly in Phnom Penh • FCR: only Private Utilities & PPWSA • Only PPWSA autonomy & decentralized • No clear management & operation role for provincial public water utilities • Some provincial water utilities privatized • Waste water discharged uncontrolled

Challenges Clear Roadmap • Enforce the Implementation of Existing Policies and Laws (still week) • Set up Clear Roles and Responsibilities of each Agencies involved • Upgrading and Harmonizing the Policies, Laws, Roles and Regulations related • Protect Water Resource • Sanitation cooperate with Water Supply for Revenue Purposes • Communities Ownership to ensure Quality and Sustainability of Service

Challenges … Resources Allocation • Strong Political Support • Strengthen Coordination among Agencies involved • Strengthen Institutional Capacity (Agencies works still largely driven by external Donors and external Experts) • Donors should better Support and Coordinate Sector Reform, but not drive

  7. Challenges … Proper Practical Implementation • Appropriate Decentralization • Appropriate Empowerment of lower level • Strict Monitoring, Immediate and Appropriate Countermeasures • Pilot Project to Test the Reform
